Description: NC-TOPPS is the program by which the North Carolina Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS) measures outcome and performance for Substance Abuse and Mental Health consumers. NC-TOPPS captures key information on a consumer's current episode of treatment. NC-TOPPS aids in evaluation of active treatment services and provides data for meeting federal performance and outcome measurement requirements.
