Description: In March 2020, when the COVID-19 pandemic struck the world and changed our lives, everything shut down, including desperately needed services and community spaces that were regularly accessed by people who are unsheltered or struggling through poverty. Thanks to the support of BC Housing, the City of Courtenay, the Comox Valley Regional District, the Comox Valley Community Foundation, and countless others, CVTS and our partner, the Comox Valley Coalition To End Homelessness, were able to open the Connect Warming Centre and stay open, providing services (including a shower program) to the most vulnerable people in our community, 7 days a week.

Description: In February 2021, the City of Victoria initiated this report to identify barriers to ending homelessness and recommendations to resolve those barriers. The process of putting this report together engaged people experiencing homelessness, many as they transitioned from homelessness to supportive housing, and with consent, documented those experiences and their reflections. They are presented as first-person accounts to enable the reader to look at the homeless system through the eyes of the user.

Description: Brishti Basu on Twitter: "Last week I asked @BC_Housing where unhoused COVID-positive can self-isolate in #yyj. They told me they’re working to find spaces Yesterday ppl werent allowed to isolate at Topaz Park. So once again, I asked where they’re supposed to go Sent them a yes or no question. Reply: / I also asked @CityOfVictoria mayor Lisa Helps where unhoused ppl can go without being forcibly displaced by bylaw officers. Her response contradicts everything frontline workers (see @TheBackPackPro1 ) have been saying. / Last week @VanIslandHealth CMHO Dr. Richard Stanwick said, "A tent is a not a place to isolate" as an argument against setting them up. So instead of a tent, I'm hearing a COVID-positive person had to sleep on a bench last night in the rain. #yyj / Stanwick's response was odd imo, considering there've been no outbreaks among the unhoused community in #yyj while most were living in tents, but cases are rampant now. Regardless, if a tent is not a safe space to isolate, will someone tell us where people are expected to go?"

Description: This case study will critically examine lessons learned during COVID-19 to inform how we advance change towards socially sustainable public spaces. Through the lens of equity, access to public space for vulnerable populations during COVID-19 in Victoria, British Columbia, is explored. A stakeholder analysis is presented to illuminate the nature of stakeholder engagement within the City of Victoria, followed by a review of the intersectoral response that led to the activation of ERCs and the mobilization of hotel rooms to accommodate people experiencing homelessness during the pandemic. Furthermore, this case study will discuss how participatory processes, such as equity-centred design, placemaking, and equity mapping, can facilitate community and citizen engagement. This case highlights the emergence of leisure-related innovations as catalysts for social change—an increasingly important area of leisure research. In addition, this case study outlines the urgent need for research related to the intersection of COVID-19, equity, public space, and leisure. For broader audiences, such as local governments, not-for profit organizations, and leisure service providers, the value of this case study is underscored by the relevance of co-creation in the context of inclusive land-use planning, policy, and design.
