Description: From the Washington Post, 27 August 2013: "The fund was established in July to help the governor defend himself against federal and state investigations into luxury items, monetary gifts and loans that a Virginia businessman provided to McDonnell and his family." Stan Baldwin released the following statement: “We believe that Bob McDonnell has complied with the laws of Virginia as they relate to financial disclosures. For a decades-long public servant like Governor McDonnell, the legal fees being incurred by the investigations spurred by the case against the former mansion chef could be ruinous. The Governor’s friends want to ensure that he can wage a vigorous defense and clear his good name. Bob McDonnell’s over four decades of public service to Virginia and the nation, in the U.S. Army, as a prosecutor, Delegate, Attorney General and as Governor has always been one of leadership and conviction.” Restoration Fund will not accept contributions from any Virginia state employees, administration officials, board or commission appointees, or anyone who personally has or is a major shareholder, director, or executive of any entity with business before the Commonwealth. Restoration Fund, chaired by Virginia Beach attorney Stanley Baldwin, was formed as a Virginia nonprofit corporation that will operate as a political organization under section 527(e)(1) of the Internal Revenue Code. Donations to the fund are not tax deductible as charitable contributions for federal income tax purposes, and persons that contribute more than $200 will be disclosed to the IRS and made public on a regular basis. From About the Restoration Fund: Supporters of Virginia Governor Bob McDonnell have independently formed a legal defense fund to help cover legal expenses arising out of the Governor’s service in office and defending his record in office against attack.

Title: Virginia's Executive Mansion - Home to Virginia's Governors, Virginia Governor's Mansion

Description: Governor and Mrs. Linwood Holton (1970 - 1974), inspired by the Kennedy's historical restoration of the White house, undertook a historical restoration of the Executive Mansion. Mrs. Holton developed the idea for an advisory committee to assist in the research and understanding of the Mansion's history. Governor Holton sent legislation to the General Assembly creating this committee to perform ". . . a thorough research program designed to develop a better understanding and awareness of the history and significance of the Executive Mansion." No money was requested, only recognition of the committee and a framework for its private fundraising drive. The bill became law and the Citizens Advisory Committee for Furnishing and Interpreting the Executive Mansion was created. (Committee was changed to Council in the 1980s.) The Citizens Advisory Council (CAC) is resposible for the content of this website

Title: Health Information Technology Spotlight

Description: The Commonwealth of Virginia took an important step towards the development and implementation of a comprehensive plan for Health Information Technology when Governor Mark Warner established a Governor’s Task Force on Information Technology in Health Care (the Task Force released a report in November 2005). Governor Kaine continued and expanded Virginia’s commitment to advancing Health IT in the Commonwealth when he issued Executive Order 29 on July 20, 2006, creating the Governor’s Health Information Technology Council. The Council’s work has laid the foundation for continued work on Health IT in Virginia. Since then, the Governor’s Office, state agencies, and public and private partners within the state have devoted time, money, and resources towards the ultimate goal of improving healthcare through the adoption and use of Health IT. Virginia played an integral role in the state and federal sponsored Health Information Security and Privacy Collaboration; the offices of the Secretary of Health and Human Resources and the Secretary of Technology came together to form the Office of Health IT; and the Office of Health IT proceeded to evaluate the state of Health IT in the Commonwealth and proposed initiatives for the future.

Description: The Commonwealth Interoperability Coordinators Office (CICO), led by the Commonwealth Interoperability Coordinator, was established to ensure the implementation of the Statewide Plan and coordinate major interoperability activities across the Commonwealth. The CICO is located within the Governor's Office of Commonwealth Preparedness and works across the various Secretariats and levels of government. The CICO coordinates initiatives, communicates information, and facilitates discussion on interoperability efforts among state, local and federal stakeholders. As the scope of the CICO expands over time, or as initiatives are accomplished, the responsibilities of the CICO may change to accommodate this growth.

Description: Governor Bob McDonnell today announced the launch of Semper Secure, a public-private partnership designed to extend the Commonwealth of Virginia’s and the Greater Washington, D.C., metro region’s leadership in cyber security. Funded collaboratively by Virginia and industry, Semper Secure – Always Secure – will focus on the key development issues in cyber security: ensuring workforce preparedness and availability, advancing educational programs and knowledge base, fostering entrepreneurship, and encouraging global engagement. The partnership will spearhead a host of activities including research, digital engagement, and conferences targeted at building an initiative to expand Virginia’s cyber security expertise and industry. Governor McDonnell, recognizing the importance of cyber security to the Commonwealth and the nation, and the already robust cyber industry in Virginia, created a report showing off everything Virginia has to offer. The Virginia Center of Cyber Excellence’s mission is to educate, engage, and promote all aspects of cyber security in the Commonwealth of Virginia. We work to educate the current and future cyber workforce, engage our legislatures on pertinent cyber issues, and promote Virginia’s robust cyber industry.

Description: Establishes the Office of the State Inspector General to be headed by a State Inspector General to investigate complaints alleging fraud, waste, abuse, or corruption by a state agency or nonstate agency or the officers and employees thereof; Authorizes the State Inspector General to examine the management and operation of state agencies; Defines "nonstate agency" and provides a record exemption under the Freedom of Information Act for certain investigative/audit documents of the Office; Consolidates the offices of inspector general of the Departments of Behavioral Health and Developmental Services, Corrections, Juvenile Justice, and Transportation and the Department of the State Internal Auditor into this new office, and adds responsibility for tobacco indemnification and revitalization. The two bills, SB1477 and HB2076, were a result of recommendations from the Governor's Commission on Government Reform. As outlined in the bills: On April 12, 2011, Governor Bob McDonnell signed government reform legislation which included the establishment of an Inspector General to investigate waste and inefficiencies in state government.

The Office continues to lead the Governor’s initiatives focused on relationship building with the active duty military community, response to Base Realignment and Closure actions, Veterans issues and Homeland Security initiatives. The Office of Commonwealth Preparedness has one main vision: To ensure a Virginia whose communities, businesses and government are safe, secure and prepared. To accomplish this, the Office of Commonwealth Preparedness works with federal, state, and local officials, as well as the private sector, to develop a seamless, coordinated security and preparedness strategy and implementation plan. The office also serves as the liaison between the Governor and the federal Department of Homeland Security. Duties of this office include: Oversight, coordination, and review of all disaster, emergency management, and terrorism management plans for the state and its agencies; Service as the Governor's representative on regional efforts to develop a coordinated security and preparedness strategy; Service as a direct liaison between the Governor and local governments and first responders on issues of emergency prevention, preparedness, response, and recovery; Educating the public on homeland security and overall preparedness issues.

On April 30, 2010, he issued Executive Order Number 10 outlining the need for a clear and consistent housing policy. Governor McDonnell’s initiative is the first Executive Branch effort to craft a comprehensive, state-level housing policy in Virginia. Terrie Suit, the Governor’s Assistant for Commonwealth Preparedness, as part of this initiative, was tasked to chair the Virginia Foreclosure Task Force. The task force serves as an advisory group to the Governor and its findings and results will help inform the work of the Governor’s Housing Policy Initiative.
