He also signed a new executive order setting out the state alternative fuel plan required by House Bill 2282. The legislation was signed during a morning event at the Department of General Service's Office of Fleet Management Services in Richmond. The Office of Fleet Management Services oversees approximately 4,000 passenger-type vehicles, used by more than 175 state agencies and institutions. Fourteen alternative fuel vehicles and two alternative fuel vehicle chargers were also on display at the signing ceremony.

Description: For the third straight year, the Commonwealth of Virginia has reached the end of the fiscal year with a revenue surplus. Governor Bob McDonnell announced today that the state concluded Fiscal Year (FY) 2012 with an approximately $129.2 million surplus from general fund revenue collections and transfers. Total revenue collections rose by 5.4 percent in FY 2012, ahead of the revised revenue forecast 4.5 percent growth. This marks the second straight year that revenue growth has exceeded 5 percent in Virginia. The main drivers of the revenue increase were growth in individual income tax receipts from payroll withholding, lower individual income tax refunds and higher than expected sales and corporate income tax collections.

Following on the heels of nearly three decades of inaction on the critical challenges facing transportation funding in Virginia, this historic bi-partisan legislation supported by Republicans and Democrats from each chamber will provide more than $3.4 billion in additional statewide transportation funding, more than $1.5 billion in additional funding for Northern Virginia, and more than $1 billion in additional funding for Hampton Roads, over the next five years alone.

Description: Governor Bob McDonnell was joined by delegates and senators from throughout Southside, western and southwestern Virginia as he signed his first bills since taking office. The Governor signed HB 1308, patroned by Delegate Bill Carrico (R-Galax) and SB 680 patroned by Senator Phillip Puckett (D-Tazewell), identical pieces of emergency legislation that will immediately reduce the cost of electricity to Appalachian Powers residential customers by approximately 12%. The legislation will suspend the interim rates that went into effect in December when the Company filed an application for a rate increase with the State Corporation Commission. The law will no longer allow interim rates in cases like this one, and APCo agreed to apply the law immediately to their current rates.

Description: Governor Bob McDonnell ceremonially signed four pieces of legislation to protect the property rights of Virginia citizens. HB5 (R. Bell) and its companion SB240 (Obenshain) provide for a referendum for a constitutional amendment to protect private property rights on the Nov. 6, 2012 ballot. HB1035 (Joannou) and SB437 (Obenshain) provide clear definitions for the terms "lost profits" and "lost access" and how to determine the amount of just compensation. Question 1 on the Nov. 6 ballot will read: "Shall Section 11 of Article I (Bill of Rights) of the Constitution of Virginia be amended to require that eminent domain powers only be exercised for public uses and not for private gain, private benefit, private enterprise, increasing jobs, increasing tax revenue or economic development; and amended to define what is to be included in determining just compensation for permissible takings and to prevent the taking of more private property than is necessary for the state public use?" Voters will be asked to choose "Yes" or "No."

Description: Governor McDonnell today signed two pieces of legislation to support Virginia craft brewers at the Hardywood Park Craft Brewery. House Bill 359 (McClellan) allows manufacturers to lease space in their brewhouses to smaller-scale brewers and Senate Bill 604 (McWaters) allows retail sales of beer and sampling on the premises of Virginia breweries. The governor was joined by legislators, brewers from around the state, distributors, representatives from the Virginia Craft Brewers Guild, representatives from the Virginia Manufacturers Association, commissioner of the Alcoholic Beverage Control Neal Insley, and representatives from the Virginia Tourism Commission. After the bill signing the governor helped unveil a new logo for craft beer from the Virginia Tourism Commission "Virginia is for craft beer Lovers." Virginia currently has 44 licensed breweries.

This morning's visit coincided with today's release of the most recent federal employment data, which showed Virginia's unemployment rate has fallen to 5.8 percent. This is the lowest unemployment rate in Virginia since January 2009; it is down from 6.2 percent in December 2011.

Description: Governor Bob McDonnell announced today that a new website has been developed for his Housing Policy Advisory Committee. The website (www.VirginiaHousingPolicy.com) contains important information about the housing policy initiative including the Governor’s Executive Order No. 10, meeting dates, and other housing related information for the public. In addition, through the website, the Committee is seeking comments and ideas from Virginia citizens on ways to provide more affordable housing. The committee is led by Bob Sledd, Governor Bob McDonnell’s Senior Economic Advisor. The committee is working to establish priorities in four key areas as outlined in the governor’s Executive Order No. 10 establishing a housing policy framework for Virginia. These areas are: Recognizing housing’s role in economic development, Promoting sustainable communities, Ensuring that a range of housing options are available to meet the needs of a changing population, and Addressing the needs of homeless Virginians. An interim housing policy report will be presented at the Governor’s Housing Conference in November. Governor McDonnell’s initiative is the first Executive Branch effort to craft a comprehensive, state-level housing policy framework for Virginia. The committee is starting out by building on work completed several years ago by the Virginia Housing Commission, led by then state Delegate Terrie Suit. Suit is currently the Assistant to the Governor for Commonwealth Preparedness, and serves on the Governor’s Housing Policy Advisory Committee.
