Description:

As part of §21-901A of the Philadelphia Code, the Free Library of Philadelphia is required to collect and maintain formal reports and publications of "any office, department, board or commission of the City [of Philadelphia], including City Council and the Mayor, and any public authority or non-profit corporation supported in whole or in part from the City Treasury." As such, the Free Library is providing permanent public access to local government web content by harvesting selected websites of Philadelphia government agencies and government supported authorities and corporations in their entirety.

Title: Fairmount Park Conservancy

Description: Fairmount Park Conservancy is a nonprofit organization that evolved out of Philadelphia’s Fairmount Park Commission. The Commission was a city agency founded in 1867 to purchase land for Fairmount Park around the Schuylkill River in order to protect the City’s water supply and provide the residents of Philadelphia with a place for outdoor activities. This was in keeping with William Penn’s original vision for Philadelphia as a “green country town.” By the late 1990s, the Commission had come to manage more than 8,000 acres of public parkland, including neighborhood and watershed parks in addition to Fairmount Park itself. Seeking the potential to attract private investments in the City’s park system, it ordered a study that recommended the creation of an independent 501(c) 3 organization. That new organization was incorporated as the Fairmount Park Foundation in 1998 and renamed Fairmount Park Conservancy in 2001. In 2015, Fairmount Park Conservancy merged with the Fairmount Park Historic Preservation Trust, a nonprofit originally founded by an act of City Council to support the preservation of city-owned architectural resources in Fairmount Park. The Trust began generating revenue for historic preservation by providing investment opportunities for vacant and underutilized Fairmount Park properties and later came to offer fee-based services through an expert staff of conservators. During the above-mentioned time period, the responsibilities of the City’s Fairmount Park Commission were merged with those of the Department of Recreation to become a new department, today known as Philadelphia Parks & Recreation. A Commission on Parks and Recreation was formed as an advisory board including experts in the field as well as the President of City Council and the Commissioners of relevant agencies.

Description: The Register of Wills is responsible for probating wills and granting letters of administration in cases where persons die without leaving a will ("intestate"). Pennsylvania law controls the distribution of an estate when there is no will. The law does not take into consideration the special needs of any individual or family where the one dying has left no will. For example, in the case of a persons dying intestate, close personal friends, who are not relatives, are not recognized by law and would receive nothing. In the absence of a will the Register of Wills must also appoint an administrator who may have to post bond, which causes additional expense in the settlement of the estate. The Register has jurisdiction over and maintains records of wills, inventory of estates, and other miscellaneous documents. The Register also serves as an agent for the Commonwealth of Pennsylvania for filing and payment of Inheritance Taxes. If the tax is paid within 3 months of the date of death the estate gets a 5% abatement. The tax is at par for 9 months from the date of death and after 9 months penalty must be paid.
