SVTC's primary mission was to provide quality, client-centered health and habilitation services for eligible individuals with intellectual disabilities from Health Planning Region IV. In addition, the center provided administrative and environment of care services to other facilities on the Southside Campus, which included Central State Hospital, Hiram W. Davis Medical Center, and the Virginia Center for Behavioral Rehabilitation. On 26 January 2012, Virginia Governor Robert McDonnell announced that a settlement agreement had been reached with the U.S. Department of Justice (DOJ) and he also announced that four of Virginia’s five training centers would be scheduled to close by 2020. Description: Teaching MoneyVA.org was created in 2011 to help Virginia’s high school teachers find quality resources that they can use in teaching Virginia’s new economics and personal finance course. Background on Virginia’s Economics and Personal Finance Requirement In February 2009, the Virginia Board of Education adopted revisions to the Regulations Establishing Standards for Accrediting Public Schools in Virginia (8 VAC 20-131-5 et seq). Included in these revisions were changes to graduation requirements effective with the ninth-grade class of 2010-2011. One of the changes is the addition of a one-credit requirement in economics and personal finance as a condition to graduate from high school (except those earning a Modified Standard Diploma). The implementation of these new graduation requirements was delayed one year by the General Assembly in 2010 and becomes effective for the students who enter the ninth grade in the 2011-12 school year. The Economics and Personal Finance Standards of Learning, adopted by the Board of Education, and accompanying Curriculum Frameworks provide the foundation for the content of this course. School divisions have the authority to determine whether the course is taught as a one-credit course in economics and personal finance, as two half-credit courses – one each in economics and personal finance, or a combination of both. School divisions may also determine at which grade level(s) high school students will take the course. TeachingMoneyVA.org uses the Resource Criteria as a guide in selecting the curriculum resources to be included in this database. All submissions are reviewed by the Review Team. Inclusion in the database does not constitute endorsement of the materials, and resource providers may not use this inclusion to imply approval or endorsement. Title: HB2: Funding the Right Transportation Projects

Description: House Bill Two (HB2) is about investing limited tax dollars in the right projects that meet the most critical transportation needs in Virginia. At the heart of the new law is scoring projects based on an objective process that involves public engagement and input. Once projects are scored, the Commonwealth Transportation Board (CTB) will have the best information possible to select the right projects for funding. Governor Terry McAuliffe signed HB2 into law in 2014, which directs the CTB to develop and use a scoring process for project selection by July 2016. Candidate projects will be screened to determine if they qualify to be scored. Projects will be scored based on an objective and fair analysis applied statewide. The law will improve transparency and accountability. The public will know how projects scored and the decisions behind the CTB’s project selections.

Description: Guided by Virginia’s Dementia State Plan, the mission of AlzPossible is to promote workforce development through training in person-centered, ethical dementia care and to ensure the development of a broad range of well-integrated programs, services and research designed to reduce the burden of the disease on the citizens of the Commonwealth of Virginia. The goal is to disseminate information about effective interventions that maintain and/or extend the independent functioning of people with the disease and to then share evidence-informed and evidence-based methods to ensure research translates to all levels of care. The primary objective of AlzPossible is to provide a framework for a “Systems Approach” in attempting to disseminate information about cost-effective solutions to problems with complex interactions. This approach places great emphasis on coordination and efficient use of existing resources, services, technology-transfer/educational and research activities, and the technical/scientific/professional expertise within the Commonwealth of Virginia.

The Airport Services Division conducts statewide aviation planning and maintains the Virginia Air Transportation System Plan. It provides financial and technical assistance to eligible airport sponsors for airport planning, environmental studies, design and construction of airport facilities, airport maintenance, and general aviation airport security. It also issues licenses to airports. The Communications and Education Division administers aviation promotion and air service development and enhancement grants for airports. It promotes aviation in Virginia through aviation awareness and education programs, speaking engagements, briefing documents, the agency website and social media sites and attendance at airport events and aviation tradeshows. It is responsible for government affairs, policy, and air service development in coordination with airport sponsors and local jurisdictions in an effort to enhance domestic and international air service, and monitors the impact of federal regulatory activity on the aviation system and serves as the legislative liaison for the agency. It also issues aircraft licenses. The Flight Operations and Safety Division is responsible for operating, maintaining and scheduling state-owned aircraft to provide safe, secure, and cost-effective transportation for all state agencies including emergency services, economic development prospects, and the Administration for the conduct of the Commonwealth’s business. It offers aviation safety programs for Virginia’s pilots in an effort to reduce the aircraft accident rate. The Finance and Administration Division is responsible for providing financial and administrative support to the Department.

Background: On January 26, 2012, a Settlement Agreement was reached to address the US Department of Justice findings that the Commonwealth failed to provide services to individuals with intellectual disabilities in the most integrated setting appropriate to their needs as required by the Americans Disabilities Act and US Supreme Court’s Olmstead Decision. Implementation of the requirements of the Agreement were projected to take 10 years. In May of 2019, a federal court order was filed tasking the parties to the 2012 Agreement with creating a document system, or “library”, to ensure that the Commonwealth will perform all provisions of the Settlement Agreement. The purpose of the library is to enable interested parties to review documentation of the Commonwealth’s compliance, even after the consent decree terminates. The name change was passed by the General Assembly and signed by Governor Ralph Northam in April 2021. The Virginia Department of Energy enhances the development and conservation of energy and mineral resources in a safe and environmentally sound manner to support a more productive economy. Created as the Department of Mines, Minerals and Energy in January 1985 under Governor Chuck Robb, in 2021 legislation was enacted officially changing and rebranding the agency as a greater focus was placed on renewable energy programs and economic development. Worker safety remains the agency’s top priority as it came into existence after a coal mining disaster in 1983 with the purpose of making service to mining, energy and mineral resources industries more efficient. Virginia Energy’s Coal Mine safety, Gas and Oil and Mineral Mining teams came from Virginia’s Department of Labor and Industry. The Renewable Energy and Energy Efficiency programs were under the State Office of Emergency Services. And, our Mined Land Repurposing team came to Virginia Energy from the Department of Conservation and Economic Development. The Virginia Department of Energy has offices in Big Stone Gap, Charlottesville and Richmond. The url changed from https://www.dmme.virginia.gov/ to https://energy.virginia.gov/.

Family First includes historic reforms to child welfare funding. The Act will provide federal funding for prevention services to families of children who are at imminent risk of entering foster care. It underscores the importance of children growing up in families and seeks to avoid the traumatic experience of children being separated from their families and entering foster care. Specifically, federal reimbursement will be available for trauma-informed mental health services, substance use disorder treatment and in-home parenting skills training to safely maintain in-home family placement. It also aims to improve the well-being of children already in foster care by incentivizing states to reduce placement of children in residential treatment, and instead place children in the least restrictive, most family-like setting appropriate to their individual needs.
