Description: Work is underway to transform Northern Virginia’s Interstate 66 into a multimodal corridor that moves more people, provides reliable trips and offers new travel options. The $2.3 billion I-66 Outside the Beltway Project is a public-private partnership between the Virginia Department of Transportation (VDOT), the Department of Rail and Public Transportation (DRPT) and private partner, I-66 Express Mobility Partners, a consortium of Cintra, Meridiam, John Laing Group Plc and APG. The I-66 Outside the Beltway Project will include: 22.5 miles of new express lanes alongside three regular lanes from I-495 to University Boulevard in Gainesville Express lanes will be dynamically tolled to manage demand for the lanes and provide a reliable, faster trip – available to drivers who choose to pay a toll, and for free to vehicles with three or more people New and improved bus service and transit routes New and expanded park and ride lots providing convenient access to the express lanes and more than 4,000 new park and ride spaces Interchange improvements to enhance safety and reduce congestion, including auxiliary lanes between interchanges, where needed

Description: Virginia’s SMART SCALE (§33.2-21.4) is about picking the right transportation projects for funding and ensuring the best use of limited tax dollars. It is the method of scoring planned projects included in VTrans that are funded by HB 1887. Transportation projects are scored based on an objective, outcome-based process that is transparent to the public and allows decision-makers to be held accountable to taxpayers. Once projects are scored and prioritized, the Commonwealth Transportation Board (CTB) has the best information possible to select the right projects for funding.

Description: Every day thousands of drivers sit in traffic on I-64, between the I-64/I-264 Interchange and I-564 in Norfolk. But as the Virginia Department of Transportation (VDOT) converts 8.4 miles of underused High Occupancy Vehicle (HOV) lanes -- meant for vehicles with two or more riders -- to Express Lanes on I-64, commuters will have a more reliable, less congested commute that will provide travel choices. Motorists choosing the Express Lanes will help ease traffic in the General Purpose lanes, and Express drivers will see more consistent speeds with fewer commuters in their lanes. Conversion is expected to shift about 17% of vehicles from the General Purpose Lanes to the Express Lanes. The cost for travel in the Express Lanes is based on Dynamic Pricing, determined on a transaction basis using a single gantry system. Dynamic Pricing is also determined by the number of vehicles in the Express Lanes at the time of use.

Description: Virginia’s Office of Transportation Public Private-Partnerships (OTP3), in coordination with the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT), has completed both high-level and detail-level screenings that consider the desirability and feasibility of this project for possible procurement under the Public-Private Transportation Act (PPTA) of 1995 as amended. The OTP3 has issued a Request for Information (RFI) to seek private sector input on a range of best practices and innovative approaches to developing and financing transportation improvements on a 25-mile section of I-66 from U.S. Route 15 in Prince William County to I-495 in Fairfax County. The Commonwealth is looking for the best and brightest ideas, suggestions and recommendations to transform I-66 from a highly congested corridor to a multi-modal facility that moves traffic and people more efficiently. A Request for Information (RFI) is an inquiry only to gather input from individuals, firms, teams or organizations on the best practices and innovative approaches that may be used to address the Project’s purpose and need, maximize the benefits and minimize the costs to citizens of the Commonwealth. No contract or agreement will be entered into as a result of this process. Instead responses to the RFI will help OTP3, in coordination with VDOT and DRPT, to advance evaluation, planning and development efforts for the Project, which could result in a formal procurement of a contract, possibly utilizing the Public Private Transportation Act.

Description: The Virginia Department of Transportation (VDOT) is seeking to develop a new project designated as the U.S. Route 460 Corridor Improvements Project. The proposed project is being procured in accordance with provisions of the Public-Private Transportation Act of 1995 as amended (PPTA). The project entails the new construction of approximately 55 miles of four-lane divided limited access highway between Petersburg and Suffolk Virginia. The project will extend from the existing U.S. Route 460 near its interchange with Interstate 295 (I-295) in Prince George County to the U.S. Route 58 bypass just south of the existing U.S. Route 460 in the City of Suffolk. The corridor alignment for this project runs south of the existing U.S. Route 460 for its entirety and has been approved by the Commonwealth Transportation Board. The Final Environmental Impact Study and Record of Decision have been approved by the Federal Highway Administration. The proposed project includes intermediate interchanges at the following cross roads. The project does not include improvements to the existing U.S. Route 460 or other adjacent roadways: Routes 156 and 625 in Prince George County Routes 602, 40 and 620 in Sussex County Route 616 in Southampton County Route 258 in Isle of Wight County The project will be developed as a PPTA project in which VDOT will enter into a partnership with a private partner to design, build and finance the new roadway. The project will be a tolled facility with these funds being collected and used to pay for project costs. The toll rates are estimated to be around 7 cents per mile for cars and 21 cents per mile for trucks when the road opens in 2018. It is also anticipated that state, federal and private funding sources will be utilized to deliver the project. Virginia Secretary of Transportation Aubrey Layne announced in January 2017 that the Route 460 project would not move forward.
