Background on Virginia’s Economics and Personal Finance Requirement In February 2009, the Virginia Board of Education adopted revisions to the Regulations Establishing Standards for Accrediting Public Schools in Virginia (8 VAC 20-131-5 et seq). Included in these revisions were changes to graduation requirements effective with the ninth-grade class of 2010-2011. One of the changes is the addition of a one-credit requirement in economics and personal finance as a condition to graduate from high school (except those earning a Modified Standard Diploma). The implementation of these new graduation requirements was delayed one year by the General Assembly in 2010 and becomes effective for the students who enter the ninth grade in the 2011-12 school year. The Economics and Personal Finance Standards of Learning, adopted by the Board of Education, and accompanying Curriculum Frameworks provide the foundation for the content of this course. School divisions have the authority to determine whether the course is taught as a one-credit course in economics and personal finance, as two half-credit courses – one each in economics and personal finance, or a combination of both. School divisions may also determine at which grade level(s) high school students will take the course. TeachingMoneyVA.org uses the Resource Criteria as a guide in selecting the curriculum resources to be included in this database. All submissions are reviewed by the Review Team. The Motor Vehicle Dealer Board (MVDB) was established in 1995 by overwhelming support from the General Assembly and the dealer community as the state agency charged with the regulation and oversight of the new and used car and truck dealer industry. MVDB has a dedicated staff in Richmond, Virginia as well as Field Representatives located throughout the Commonwealth to service licensing and education, consumer assistance, and field inspections. Effective July 1, 2015 the General Assembly unanimously adopted HB2189 which expanded the Board’s responsibilities to include the licensing and regulatory responsibility for recreational vehicles, motorcycles, and trailer dealers from DMV to MVDB.

Description: The Joint Commission on Technology and Science was created by the 1997 Virginia General Assembly as a permanent legislative commission. The Commission is charged to generally study all aspects of technology and science and to promote the development of technology and science in the Commonwealth of Virginia through sound public policies (Chapter 11 (§ 30-85 et seq.) of Title 30 of the Code of Virginia). The Commission consists of 12 legislators from the Virginia General Assembly (7 delegates and 5 senators), and generally conducts studies by adopting a work plan and utilizing advisory committees. Each year, the Commission develops a work plan and identifies several topic areas that it will consider. The work plan may include such study topics as those directed by the General Assembly through legislation, requested by government agencies and the public, or identified on the Commission's own initiative. Once the work plan is adopted, the Commission creates Advisory Committees to the Commission to study those initiatives that are designated as "Issues to Actively Study Through Advisory Committees". The committees are composed of members of the Commission, who co-chair the committees, and persons with expertise in the matters under consideration by the committee. The chairman of the Commission appoints the co-chairs and the members of the advisory committees. Committee members serve until the start of the following legislative session. Advisory committees then meet and study the issues charged to them. Once the studies have been concluded, advisory committees issue their final reports and recommendations, including legislative proposals. Before the new Session starts, the reports and recommendations are presented to the Commission at its final meeting of the interim for consideration. Commission members usually patron legislative proposals that the Commission adopts and introduce them during the Session. The Commission issues its final report at the conclusion of the session, summarizing its activities and the new technology and science legislation.

Description: Purpose, Powers and Duties: The Department is vested with control of all charitable gaming in the Commonwealth. The conduct of bingo games by charitable organizations was legalized by the General Assembly in 1973. At that time, an exception to the general prohibition against gambling was created for bingo games and raffles to allow non-profit religious, educational, charitable and community organizations to raise needed funds. During the 1978 Session of the Virginia General Assembly , House Joint Resolution No. 155 was passed and directed a joint subcommittee of the House and Senate Committees on General laws to undertake a comprehensive study of the bingo laws of the Commonwealth. The passage of this resolution was the result and concern of the General Assembly that large amounts of cash were being exchanged during the bingo games and there was a significant lack of uniformity from one locality to another in the control of bingo games. They surmised that as a result, bingo games were essentially an unregulated exchange of large sums of money. As a result of the study, House Document 39 (1979), the original bingo laws were replaced with a more comprehensive statutory design. Senate Joint Resolution No. 195, agreed to during the 1993 Session of the Virginia General Assembly , established a joint subcommittee to study the State statute governing bingo and raffles. The main issues to be addressed were: (i) rental fees paid to bingo facility operators, (ii) percentages of profits actually returned to charitable organizations, and (iii) bogus charities acting as fronts for illegal bingo operations. Bingo was declared “the perfect white-collar crime” in the Racketeering and Organized Crime in the Bingo Industry – April 1992 – Pennsylvania Crime Commission Report, a publication utilized under the Senate Joint Resolution No. 195 study. Senate Joint Resolution No. 12 agreed to during the 1994 Session of the Virginia General Assembly, continued the work of the subcommittee to address the transfer of control over all charitable gaming activities, including organizations, operators, suppliers, and fair market rental value. As a result of the joint subcommittee studies, Senate Document 63 (1994) and Senate Document 57 (1995), the Virginia Charitable Gaming Commission (the “Commission”) was created with passage of Senate Bill 1020 during the 1995 Session of the Virginia General Assembly. The goals of the legislation were to address major concerns with charitable gaming in the Commonwealth that were the result of rampant abuses, including fraud and embezzlement, due to inconsistent local regulation and enforcement of gaming activities. In addition, prior to the creation of the Commission, a very small percentage of money raised under the guise of charity went to charity. Thus, effective July 1, 1996, the Commonwealth of Virginia joined 37 other states that provide statewide oversight of charitable gaming. With the passage of Senate Bill 1278 during the 2003 Session of the Virginia General Assembly, the Charitable Gaming Board (the "Board") and the Department of Charitable Gaming (the "Department") were established to replace the Charitable Gaming Commission. The Office of Charitable and Regulatory Programs (OCRP), part of the Virginia Department of Agriculture and Consumer Services, now regulates charitable gambling. OCRP is responsible for issuing or renewing approximately 350 charitable gaming permits per year to organizations, as well as the regulation of charitable gaming activities in the Commonwealth. Additionally, under Virginia’s charitable gaming regulations, VDACS performs on-site training and operational inspections of bingo events, initiates compliance audits of organizations conducting charitable gaming and more.

Description: The Civil Air Patrol (CAP) is the civilian auxiliary of the United States Air Force. CAP is a non-profit all-volunteer organization with an aviation-minded membership that includes people from all backgrounds and occupations. Adult (“Senior”) members are age 18 and up. CAP continues to perform its three congressionally assigned key missions: emergency services, which includes search and rescue (by air and ground) and disaster relief operations; aerospace education for youth and the general public; and cadet programs for youth ages 12 – 21. All members wear uniforms while performing their duties. The Virginia Wing of the Civil Air Patrol consists of 24 local units (squadrons and flights) that vary in membership from 10 to 130 members. The bill eliminates the Virginia War Memorial Foundation and replaces it with the Virginia War Memorial Board and sets the membership, terms, and powers and duties of the Board.
