Description: In January of 2008, Governor Kaine appointed Ms. Peggy Feldmann to the position of Chief Applications Officer (CAO). This appointment was to both address the findings contained within the Auditor of Public Accounts report on IT Governance and to ensure our continued excellence within the area of information technology management. The office of the CAO provides the Commonwealth of Virginia with an improved approach to managing IT governance and our business portfolio. Recognizing the current budget constraints, and striving to leverage existing Commonwealth resources, the Governor requested the Information Technology\Investment Board (ITIB) assist in developing an operational plan to improve oversight and management of IT governance and portfolio management. Working together, the Chief Information Office (CIO) and CAO were able to develop an operational plan to better align responsibilities and optimize management, efficiency and productivity from our information technology investments. The efforts will better align the Commonwealth’s business model and IT strategy, improve maintenance and operations planning, enhance enterprise application efforts, create data standards, increase transparency in our return on investment, and provide a comprehensive IT governance model for managing all the application resources of the Commonwealth.

Title: Virginia Health Information Technology Council, Health Information Technology Spotlight

Description: In July 20, 2006, Governor Kaine issued Executive Directive 29 creating the Governor's Health Information Technology Council. The Council was established to conduct a study and advise the Governor and the General Assembly in an interim report made by October 15, 2006. The primary objectives of the study are to establish an interoperability framework, build public-private partnerships to increase adoption of electronic medical records and encourage vendors and entrepreneurs to build to the Certification Commission for Healthcare Information Technology standards as well as identify areas where health information technology can lower health care costs for the Commonwealth of Virginia as an employer and health insurer. The Council will also recommend funding and strategies necessary to encourage long-term sustained adoption and interoperability of health information technology in the Commonwealth in a report to the Governor by December 1, 2006 and review and approve proposals to fund public-private pilots designed to increase the adoption of electronic medical records out of funds appropriated for that purpose.

Title: [Virginia] Integrated Service Program (ISP)

Description: The Integrated Services Program (ISP) was established in the Information Technology Investment and Enterprise Services (ITI&ES) of the Virginia Information Technologies Agency (VITA) on May 15, 2006 at the direction of the Chief Information Officer (CIO). The ISP is the consolidation of the Public Safety Communications (PSC) and the Virginia Geographic Information Network (VGIN) Divisions as well as the Radio Engineering function of the previous Telecommunications Directorate. The goal of this reorganization is to leverage existing services and expand services to localities and public safety, more generally, to further the mission and vision of VITA.

Description: Governor Terry McAuliffe signed Executive Order 43, establishing the Virginia Unmanned Systems Commission to bring public and private sector experts together to make recommendations on how to make Virginia the national leader in unmanned systems. "Capitalizing on Virginia’s advantages in the unmanned systems industry is key to building a new Virginia economy," said Governor McAuliffe. "This executive order will lay the foundation for my administration's efforts to make this Commonwealth the world's leader in unmanned systems and seize the enormous economic opportunities that accompany growing this industry. The Virginia Unmanned Systems Commission will be a key asset in charting the way forward to grow this industry and create new, good jobs and economic opportunities across the Commonwealth.
