Description: The Virginia Assistive Technology System (VATS) is a statewide program authorized and funded by the Assistive Technology Act of 2004, as amended and administered by the Virginia Department for Aging and Rehabilitative Services. VATS was established in 1990 with commitment to increasing awareness, accessibility and acquisition of assistive technology. The program is guided by an Advisory Council composed of individuals with disabilities, family members and representatives from Virginia's disability service agencies. One of VATS priorities’ is to establish assistive technology recycling programs across the State. VATS will work with local groups to plan and implement AT recycling specific to each community. In 2009, VATS applied for and received a grant from the Commonwealth Neurotrauma Initiative (CNI) Trust Fund Board. The three-year grant which is administered by VATS, created the Virginia Reuse Network (VRN). The mission of the VRN is to build the statewide reuse program’s capacity to better serve Virginians with spinal cord injuries (SCI) and traumatic brain injuries (TBI), including Veterans, and to implement a state-of-the-art sanitization and processing program for DME through the purchase of innovative DME cleaning systems. VRN partner programs will work collaboratively with network affiliates and VATS to address the durable medical equipment (DME) needs of persons with disabilities, primarily those who do not have the resources necessary to purchase needed equipment. Although the VRN will continue to serve qualifying individuals with disabilities, the VRN is interested in improving service delivery and tracking reuse services provided to individuals with SCI and TBI. VATS has three Assistive Technology Regional Sites that provide community contact points throughout Virginia for assistive technology information and resources across designated regions. These Regional Sites provide training, public awareness, and general technical assistance for consumers who can benefit from the use of assistive technology.

Description: The Virginia Commercial Space Flight Authority (VCSFA), also known as ‘Virginia Space,' was created by the General Assembly of the Commonwealth of Virginia in 1995, with the legislated mission of promoting commercial space activity, economic development and aerospace research within the Commonwealth. Virginia Space began its lease at Wallops Island in 1997 and continually expanded the Mid-Atlantic Regional Spaceport (MARS) facilities to its present day level of capabilities, with two launch facilities (one mid-class and one small-class launch facility), as well as access to support infrastructure facilities through agreements with NASA, such as vehicle and payload processing integration facilities, support instrumentation and emergency facilities. MARS is licensed by the FAA Office of Commercial Space Transportation for launches to orbital trajectories. MARS is only one of four spaceports in the U.S. that is currently licensed to launch to orbit, and is only one of two on the east coast. Building upon a 55-year legacy of experience gained during over 16,000 rockets launched from NASA Wallops Flight Facility, MARS provides a competitive alternative for responsive, cost effective, reliable, and mission capable Space Access.

Description: In 2015, the Virginia General Assembly created the Virginia Solar Energy Development Authority (the Authority) — under Title 67, Chapter 15, Code of Virginia — for the purposes of facilitating, coordinating, and supporting the development, either by the Authority or by other qualified entities, of the solar energy industry and solar energy projects. In the 2017 legislative session, Virginia Code § 67-1500 was amended to include energy storage as a key activity for the Authority to study. As a result, the Authority was renamed the Virginia Solar Energy Development and Energy Storage Authority. The legislation expanded the purposes of the authority to include positioning the Commonwealth as a leader in research, development, commercialization, manufacturing and deployment of energy storage technology.

Description: The purpose of the Statewide Independent Living Council is to develop a three year State Plan for Independent Living, facilitate the goals and activities within the Plan and distribute Rehabilitation Act Title VII, Part B funds allocated by Congress. The funds are distributed to Virginia through a Federal Formula Grant. The State Plan is revised every three years, but is continually monitored by the SILC. Public input into the planning efforts is welcomed at any time by contacting the SILC Administrator.

Description: The State Corporation Commission (SCC) has regulatory authority over utilities, insurance, state-chartered financial institutions, securities, retail franchising and railroads. It is the state’s central filing office for corporations, limited partnerships, limited liability companies and Uniform Commercial Code liens. The SCC is an independent branch of state government with delegated administrative, legislative and judicial powers. It acts as a court of record and holds formal hearings when warranted. SCC decisions can only be appealed to the Virginia Supreme Court. Created in 1902 by the Virginia Constitution, the SCC began operations in March 1903. It was initially established to oversee the railroad and telephone and telegraph industries in Virginia. The Virginia General Assembly has since broadened its regulatory authority. The SCC’s powers, which range from issuing rules and regulations to setting rates charged by large investor-owned utilities, are delineated by the state constitution and state law. The SCC’s three commissioners are elected by the General Assembly for six-year terms. Working full-time, the commissioners direct the work of the SCC.

Description: In July 2020, Governor Northam announced the Rebuild VA Economic Recovery Fund for small businesses and non-profits whose operations were impacted by the COVID-19 pandemic. Since then, the Commonwealth has awarded $140 million in funding to over 3,500 small businesses and non-profits. In March 2021, the General Assembly and the Governor agreed to fund the program with an additional $25 million. That funding has allowed the program to process some of the existing applications in the pipeline. At this time we are not able to accept new applications. Governor Northam and the General Assembly leadership recently announced support to fully fund Rebuild Virginia as part of their shared priorities for the funding from the American Rescue Plan. We will continue to keep Virginians informed of any updates to the Rebuild VA Economic Recovery Fund. In August 2021, the General Assembly voted to award an additional $250 million to the Rebuild VA program. With this additional allocation, we are beginning to process applications previously submitted. At this time we are not accepting new applications.

On January 7, 2020, Governor Northam signed Executive Order 48 that established a data governance framework making Virginia a leader in data-driven policy, evidence-based decision-making, and outcome-based performance management. The primary goal of the framework is to help the Commonwealth be more responsive and make better, evidence-based decisions grounded in the data it collects and manages. The data governance framework includes the Virginia Data Advisory Commission, Executive Data Board, Data Governance Council, and Data Stewards Group. During the 2021 General Assembly Special Session I, Senate Bill 1365 was passed that solidifed Virginia's data governance framework and through § 2.2-203.2:4. the Office of Data Governance and Analytics (ODGA) was created within the Office of the Secretary of Administration. The ODGA is directed by the Chief Data Officer of the Commonwealth and is charged with overseeing general data governance in the Commonwealth, as well as developing and managing the Commonwealth Data Trust. Description: Purpose, Powers and Duties: Except such powers as are conferred by law upon the Commonwealth Transportation Board, or such services as are performed by the Department of Transportation pursuant to law, the Director of the Department of Rail and Public Transportation shall have the power to do all acts necessary or convenient for establishing, maintaining, improving, and promoting public transportation, transportation demand management, ridesharing, and passenger and freight rail transportation in the Commonwealth. The Department reports to the Secretary of Transportation and is subject to the policy oversight of the Commonwealth Transportation Board. The Governor shall appoint the Director.
