(LAOA) was founded in 1988 by a group of Lao parents concerned with the high rate of crime in the Near North side of Minneapolis and the lack of safe, productive, and culturally appropriate neighborhood activities for children and youth outside of school. The organization received 501(c)(3) nonprofit status in 1991 as Lao Parents and Teachers Association (Lao PTA). By the early 1990s, Lao PTA had begun providing afterschool academic support services for Laotian and other Southeast Asian students. In 1999, Lao PTA purchased a building in North Minneapolis called the Lao Cultural Center (LCC). In 2003, the organization changed its name to Lao Advancement Organization of America, Inc. to reflect its expanded programming that supports a healthy and engaged life for all generations. LAOA primarily serves ethnic Lao families in the seven-county Twin Cities metro area, with most living in Hennepin and Anoka counties. Secondary audiences include ethnic Lao in greater Minnesota and Hmong in North Minneapolis.

She spent a year from 2013 to 2014 interning at the Joan Flasch Artists’ Book Collection, The School of the Art Institute of Chicago (JFABC, SAIC). Ly Hoàng Ly practices in a multidisciplinary manner, spanning across poetry, painting, video, performance art, installation, and public art. Her art raises questions about the general human conditions, the critical states of society, and our shared issues of migration and immigration. Description: Phuong T. Vuong is a writer, scholar, educator, and sometimes artist. She is interested in speaking to and calling out the silences in the Vietnamese/ American and Asian/ American experience. She longs to celebrate and cultivate power as much as shed light on dark secrets. If tradition teaches us to never overturn graves, Phuong believes artists can dig into darkness and find much-needed truths, becoming familiar with our ghosts. This includes but is not limited to writing about love, sex, war, trauma, race, and other topics. As a 1.5 generation immigrant, born in Viet Nam, she writes about diaspora—experiences in Asia as well as at home in Oakland, California and the U.S. She examines how to hold multiple identities without being torn asunder. By using multiple languages and slips in time and meaning, she interrogates the ways language fails and supports us. She hopes to complicate fixed ideas of culture and identity and to question the underlying norms of the English language and Western thought. By sharing truths and lies, she hopes to humanize her communities and interrogate oppressive systems.
