Description: Archived website of Virginia Governor-Elect Ralph Northam. Ralph Northam (D) was elected 73rd Governor of Virginia on 7 November 2017. This website includes Northam's biography, press releases, policy councils, boards and commissions, and instructions on how to apply for a job in the Northam administration. Ralph Northam grew up on the Eastern Shore, working on the Chesapeake Bay, before attending Virginia Military Institute where he graduated with distinction and was President of the Honor Court. After graduating from Eastern Virginia Medical School, Ralph served eight years active duty in the United States Army, rising to the rank of Major. Upon his return from treating soldiers injured in Desert Storm, Ralph began practicing pediatric neurology at Children's Hospital of the King's Daughters in Norfolk. Ralph also serves as Assistant Professor of Neurology at Eastern Virginia Medical School and has seventeen years of volunteer service as Medical Director for the Edmarc Hospice for Children in Portsmouth. Prior to serving as Governor-elect, Ralph is finishing his term as Virginia’s 40th Lieutenant Governor. As your Lieutenant Governor his priorities over the past four years have been: economic development, strengthening early childhood education, implementing meaningful mental health reform, protecting women's health care access, and carefully stewarding the Commonwealth's environmental resources. From 2008 to 2013 Ralph served as a State Senator representing the Eastern Shore and parts of Norfolk and Virginia Beach. As State Senator Ralph scored numerous major legislative accomplishments, including the prohibition on smoking in restaurants, protecting young athletes who have sustained concussions, and improving the health of the Chesapeake Bay. Ralph lives in Norfolk with his wife Pam, a long-time Elementary School teacher who currently works for the local conservation organization Lynnhaven River NOW. They have two children: Wes, a neurosurgical resident at the University of North Carolina, and Aubrey, a graduate of the University of Virginia, who works in communications in Hampton Roads. The Office of Intermodal Planning and Investment (OIPI) is located within the Office of the Secretary of Transportation and was created in 2002 to support and advise the Secretary in his/her role as chairperson of the Commonwealth Transportation Board. The goals of OIPI are to promote transparency and accountability of the programming of transportation funds; to ensure that the Commonwealth has a multimodal transportation system that promotes economic development and all transportation modes, intermodal connectivity, environmental quality, accessibility for people and freight, and transportation safety; to encourage the use of innovation and best practices to improve the efficiency of the Commonwealth's surface transportation network and to enhance the efficacy of strategies to improve such efficiency; and to promote the coordination between transportation investments and land use planning. OIPI takes a leadership role across three key steps within the performance-based planning and programming process—Plan, Invest, and Manage. In this role, OIPI convenes stakeholders and engages the public, conducts planning studies and technical analysis, prioritizes investments, and tracks system performance. Description: Virginia’s SMART SCALE (§33.2-21.4) is about picking the right transportation projects for funding and ensuring the best use of limited tax dollars. It is the method of scoring planned projects included in VTrans that are funded by HB 1887. Transportation projects are scored based on an objective, outcome-based process that is transparent to the public and allows decision-makers to be held accountable to taxpayers. Once projects are scored and prioritized, the Commonwealth Transportation Board (CTB) has the best information possible to select the right projects for funding.

Description: The Appalachian Regional Commission (ARC) is an economic development partnership agency of the federal government and 13 state governments focusing on 420 counties across the Appalachian Region. ARC’s mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia. On 3 February 2021, the Appalachian Region Commission announced that Appalachia’s 13 governors elected Virginia Governor Ralph Northam to serve as ARC’s states’ co-chair for 2021. As part of ARC’s federal-state partnership structure, the states’ co-chair is annually elected by Appalachia’s governors and works directly with the federal co-chair to invest in economic growth and development across the 13-state Appalachian region. Description: In July 2020, Governor Northam announced the Rebuild VA Economic Recovery Fund for small businesses and non-profits whose operations were impacted by the COVID-19 pandemic. Since then, the Commonwealth has awarded nearly $120 million in funding to over 3,000 small businesses and non-profits. In March 2021, the General Assembly and the Governor agreed to fund the program with an additional $25M. That funding has allowed the program to process some of the existing applications in the pipeline. At this time we are not able to accept new applications. Governor Northam and the General Assembly leadership recently announced support to fully fund Rebuild Virginia as part of their shared priorities for the funding from the American Rescue Plan. We will continue to keep Virginians informed of any updates to the Rebuild VA Economic Recovery Fund.

Lee statue located at Monument and Allen Avenues in Richmond. The Governor is inviting Virginians to suggest new artifacts that will be installed when the statue is removed.

Description: The Virginia LGBTQ+ Advisory Board was established by Governor Northam and signed into law on Monday, April 26, 2021. The board is composed of 21 non-legislative citizens’ members of the Commonwealth, including at least 15 members of the board identifying as LGBTQ+. Each member of the LGBTQ+ advisory board will be appointed by the Governor; Secretaries of the Commonwealth, Commerce and Trade, Education, Health and Human Resources, and Public Safety and Homeland Security, or their designees, who shall serve as ex officio members. The purpose of the Virginia LGBTQ+ Advisory Board is to advise the Governor on the economic, professional, cultural, educational, and governmental links between the Commonwealth and the LGBTQ+ community in Virginia.
