Description: Archived website of the Virginia Employee Suggestion Program (ESP). ESP provided a way for employees of the agencies of the Commonwealth of Virginia to receive money or paid time off by developing and submitting a suggestion that benefits the Commonwealth. The Department of Human Resource Management (DHR) administered by the program. DHRM received suggestions and distributed them for evaluation, maintained records, developed program materials, and set policies and procedures. Participating state agencies designated Agency ESP Coordinators who implemented the program at the agency level and were available to give program information and assistance to employees. Description: Archived website of Virginia Governor-Elect Ralph Northam. Ralph Northam (D) was elected 73rd Governor of Virginia on 7 November 2017. This website includes Northam's biography, press releases, policy councils, boards and commissions, and instructions on how to apply for a job in the Northam administration. Ralph Northam grew up on the Eastern Shore, working on the Chesapeake Bay, before attending Virginia Military Institute where he graduated with distinction and was President of the Honor Court. After graduating from Eastern Virginia Medical School, Ralph served eight years active duty in the United States Army, rising to the rank of Major. Upon his return from treating soldiers injured in Desert Storm, Ralph began practicing pediatric neurology at Children's Hospital of the King's Daughters in Norfolk. Ralph also serves as Assistant Professor of Neurology at Eastern Virginia Medical School and has seventeen years of volunteer service as Medical Director for the Edmarc Hospice for Children in Portsmouth. Prior to serving as Governor-elect, Ralph is finishing his term as Virginia’s 40th Lieutenant Governor. As your Lieutenant Governor his priorities over the past four years have been: economic development, strengthening early childhood education, implementing meaningful mental health reform, protecting women's health care access, and carefully stewarding the Commonwealth's environmental resources. From 2008 to 2013 Ralph served as a State Senator representing the Eastern Shore and parts of Norfolk and Virginia Beach. As State Senator Ralph scored numerous major legislative accomplishments, including the prohibition on smoking in restaurants, protecting young athletes who have sustained concussions, and improving the health of the Chesapeake Bay. Ralph lives in Norfolk with his wife Pam, a long-time Elementary School teacher who currently works for the local conservation organization Lynnhaven River NOW. They have two children: Wes, a neurosurgical resident at the University of North Carolina, and Aubrey, a graduate of the University of Virginia, who works in communications in Hampton Roads. The archived website includes an overview of the office, programs (VTrans, Performance Management, and Smart Scale), planning assistance (grants and studies), and Commonwealth Transportation Board Presentations (2017-2019). The Office of Intermodal Planning and Investment (OIPI) is located within the Office of the Secretary of Transportation and was created in 2002 to support and advise the Secretary in his/her role as chairperson of the Commonwealth Transportation Board. The goals of OIPI are to promote transparency and accountability of the programming of transportation funds; to ensure that the Commonwealth has a multimodal transportation system that promotes economic development and all transportation modes, intermodal connectivity, environmental quality, accessibility for people and freight, and transportation safety; to encourage the use of innovation and best practices to improve the efficiency of the Commonwealth's surface transportation network and to enhance the efficacy of strategies to improve such efficiency; and to promote the coordination between transportation investments and land use planning. OIPI takes a leadership role across three key steps within the performance-based planning and programming process—Plan, Invest, and Manage. In this role, OIPI convenes stakeholders and engages the public, conducts planning studies and technical analysis, prioritizes investments, and tracks system performance. The General Assembly at that time recognized the importance of providing equal opportunity for participation in the purchasing policies and procedures of the Commonwealth. They noted: “…it is essential that opportunity be provided for participation in our free enterprise system by socially and economically disadvantaged persons…improve the functioning of our economy and realize the great potential of the Commonwealth." The Virginia Department of Small Business and Supplier Diversity was created by legislation passed during the 2013 General Assembly. Senate Bill 1350 created the agency by consolidating the powers and duties of the Department of Business Assistance and the Department of Minority Business Enterprise. NVTC opened in April 1973 as one of five residential training centers in the Commonwealth to serve people with intellectual and related disabilities. The Department of Behavioral Health and Developmental Disabilities (DBHDS) has been implementing a plan developed pursuant to Virginia Code §37.2-319 to move the Commonwealth toward its long-standing goal of a more fully-integrated community-based system of services and supports for individuals with intellectual and developmental disabilities. This plan required transitioning residents of NVTC to the community. NVTC closed on 31 March 2016. Description: Archived website of Catawba Hospital. Catawba Hospital was founded in 1909 as the first tuberculosis sanatorium in Virginia. However, with the advent of more successful treatment methods, the incidence of tuberculosis declined. In 1972, Catawba Hospital became part of the Department of Mental Health and Mental Retardation (in 2009, renamed to Department of Behavioral Health and Developmental Services) as a treatment and rehabilitation center for the psychiatric needs of geriatric patients.
