Description: The first ever One Billion Rising RVA Rally - a rally to end violence against women - was held on Valentine's Day in Richmond. One Billion Rising is a worldwide event, happening in 189 countries around the world all on the same day. Del. McClellan speaks on violence against Virginia's women on the House Floor. She pledged, "I am one of one billion rising, and I pledge that on February 14th, 2013, I will make violence against women and girls the central issue of our time and to end it in my family, school, job, community, city, state, and country by doing at least one thing personally to help make it end." She spoke of her legislation to improve the penalty for stalking was passed unanimously by the House of Delegates this year. Every year since 2007, Del. McClellan has sponsored a version of this bill in response to the murder of University of Richmond student Denora Hill, a victim of stalking who knew that her boyfriend was going to kill her.
