Description: Purpose, Powers and Duties: The Department is vested with control of all charitable gaming in the Commonwealth. The conduct of bingo games by charitable organizations was legalized by the General Assembly in 1973. At that time, an exception to the general prohibition against gambling was created for bingo games and raffles to allow non-profit religious, educational, charitable and community organizations to raise needed funds. During the 1978 Session of the Virginia General Assembly , House Joint Resolution No. 155 was passed and directed a joint subcommittee of the House and Senate Committees on General laws to undertake a comprehensive study of the bingo laws of the Commonwealth. The passage of this resolution was the result and concern of the General Assembly that large amounts of cash were being exchanged during the bingo games and there was a significant lack of uniformity from one locality to another in the control of bingo games. They surmised that as a result, bingo games were essentially an unregulated exchange of large sums of money. As a result of the study, House Document 39 (1979), the original bingo laws were replaced with a more comprehensive statutory design. Senate Joint Resolution No. 195, agreed to during the 1993 Session of the Virginia General Assembly , established a joint subcommittee to study the State statute governing bingo and raffles. The main issues to be addressed were: (i) rental fees paid to bingo facility operators, (ii) percentages of profits actually returned to charitable organizations, and (iii) bogus charities acting as fronts for illegal bingo operations. Bingo was declared “the perfect white-collar crime” in the Racketeering and Organized Crime in the Bingo Industry – April 1992 – Pennsylvania Crime Commission Report, a publication utilized under the Senate Joint Resolution No. 195 study. Senate Joint Resolution No. 12 agreed to during the 1994 Session of the Virginia General Assembly, continued the work of the subcommittee to address the transfer of control over all charitable gaming activities, including organizations, operators, suppliers, and fair market rental value. As a result of the joint subcommittee studies, Senate Document 63 (1994) and Senate Document 57 (1995), the Virginia Charitable Gaming Commission (the “Commission”) was created with passage of Senate Bill 1020 during the 1995 Session of the Virginia General Assembly. The goals of the legislation were to address major concerns with charitable gaming in the Commonwealth that were the result of rampant abuses, including fraud and embezzlement, due to inconsistent local regulation and enforcement of gaming activities. In addition, prior to the creation of the Commission, a very small percentage of money raised under the guise of charity went to charity. Thus, effective July 1, 1996, the Commonwealth of Virginia joined 37 other states that provide statewide oversight of charitable gaming. With the passage of Senate Bill 1278 during the 2003 Session of the Virginia General Assembly, the Charitable Gaming Board (the "Board") and the Department of Charitable Gaming (the "Department") were established to replace the Charitable Gaming Commission. The Office of Charitable and Regulatory Programs (OCRP), part of the Virginia Department of Agriculture and Consumer Services, now regulates charitable gambling. OCRP is responsible for issuing or renewing approximately 350 charitable gaming permits per year to organizations, as well as the regulation of charitable gaming activities in the Commonwealth. Additionally, under Virginia’s charitable gaming regulations, VDACS performs on-site training and operational inspections of bingo events, initiates compliance audits of organizations conducting charitable gaming and more.

Description: Virginia’s Office of Transportation Public Private-Partnerships (OTP3), in coordination with the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT), has completed both high-level and detail-level screenings that consider the desirability and feasibility of this project for possible procurement under the Public-Private Transportation Act (PPTA) of 1995 as amended. The OTP3 has issued a Request for Information (RFI) to seek private sector input on a range of best practices and innovative approaches to developing and financing transportation improvements on a 25-mile section of I-66 from U.S. Route 15 in Prince William County to I-495 in Fairfax County. The Commonwealth is looking for the best and brightest ideas, suggestions and recommendations to transform I-66 from a highly congested corridor to a multi-modal facility that moves traffic and people more efficiently. A Request for Information (RFI) is an inquiry only to gather input from individuals, firms, teams or organizations on the best practices and innovative approaches that may be used to address the Project’s purpose and need, maximize the benefits and minimize the costs to citizens of the Commonwealth. No contract or agreement will be entered into as a result of this process. Instead responses to the RFI will help OTP3, in coordination with VDOT and DRPT, to advance evaluation, planning and development efforts for the Project, which could result in a formal procurement of a contract, possibly utilizing the Public Private Transportation Act.

Description: The Virginia Department of Transportation (VDOT) is seeking to develop a new project designated as the U.S. Route 460 Corridor Improvements Project. The proposed project is being procured in accordance with provisions of the Public-Private Transportation Act of 1995 as amended (PPTA). The project entails the new construction of approximately 55 miles of four-lane divided limited access highway between Petersburg and Suffolk Virginia. The project will extend from the existing U.S. Route 460 near its interchange with Interstate 295 (I-295) in Prince George County to the U.S. Route 58 bypass just south of the existing U.S. Route 460 in the City of Suffolk. The corridor alignment for this project runs south of the existing U.S. Route 460 for its entirety and has been approved by the Commonwealth Transportation Board. The Final Environmental Impact Study and Record of Decision have been approved by the Federal Highway Administration. The proposed project includes intermediate interchanges at the following cross roads. The project does not include improvements to the existing U.S. Route 460 or other adjacent roadways: Routes 156 and 625 in Prince George County Routes 602, 40 and 620 in Sussex County Route 616 in Southampton County Route 258 in Isle of Wight County The project will be developed as a PPTA project in which VDOT will enter into a partnership with a private partner to design, build and finance the new roadway. The project will be a tolled facility with these funds being collected and used to pay for project costs. The toll rates are estimated to be around 7 cents per mile for cars and 21 cents per mile for trucks when the road opens in 2018. It is also anticipated that state, federal and private funding sources will be utilized to deliver the project. Virginia Secretary of Transportation Aubrey Layne announced in January 2017 that the Route 460 project would not move forward.

Description: Everyday 430,000 vehicles pass through the Springfield Interchange, where I-95, 395 and 495 come together. During a two-year study, the interchange logged 179 accidents - making it the most dangerous spot on the 64-mile Capital Beltway. To improve traffic flow, the Virginia Department of Transportation (VDOT) is rebuilding the interchange making it safer for commuters and long-distance travelers. The improvement project will take 8 years to complete. The project consists of building more than 50 bridges and widening I-95 to 24 lanes between the Beltway and Franconia Road.

The site serves as the online hub for the Virginia Department of Social Services in its effort to promote the importance of health and safety standards, as well as the benefits of quality child care in Virginia. The website is part of a package of reforms passed in 2015 to help Virginia families make informed decisions on child care. The reforms also included legislation requiring care providers to be licensed by the state to keep five or more children who aren’t related to them in their homes. Local governments are now required to report to VDSS the contact information for any child care providers and family day homes that are issued a business license. And state law now requires unlicensed family day homes to notify parents of that fact up front and in writing. On the website, parents will find information on various child care options, requirements and benefits of licensed providers, as well as guidance for researching and selecting quality child care. Description: The Virginia Assistive Technology System (VATS) is a statewide program authorized and funded by the Assistive Technology Act of 2004, as amended and administered by the Virginia Department for Aging and Rehabilitative Services. VATS was established in 1990 with commitment to increasing awareness, accessibility and acquisition of assistive technology. The program is guided by an Advisory Council composed of individuals with disabilities, family members and representatives from Virginia's disability service agencies. One of VATS priorities’ is to establish assistive technology recycling programs across the State. VATS will work with local groups to plan and implement AT recycling specific to each community. In 2009, VATS applied for and received a grant from the Commonwealth Neurotrauma Initiative (CNI) Trust Fund Board. The three-year grant which is administered by VATS, created the Virginia Reuse Network (VRN). The mission of the VRN is to build the statewide reuse program’s capacity to better serve Virginians with spinal cord injuries (SCI) and traumatic brain injuries (TBI), including Veterans, and to implement a state-of-the-art sanitization and processing program for DME through the purchase of innovative DME cleaning systems. VRN partner programs will work collaboratively with network affiliates and VATS to address the durable medical equipment (DME) needs of persons with disabilities, primarily those who do not have the resources necessary to purchase needed equipment. Although the VRN will continue to serve qualifying individuals with disabilities, the VRN is interested in improving service delivery and tracking reuse services provided to individuals with SCI and TBI. VATS has three Assistive Technology Regional Sites that provide community contact points throughout Virginia for assistive technology information and resources across designated regions. These Regional Sites provide training, public awareness, and general technical assistance for consumers who can benefit from the use of assistive technology.
