Description: Archived website of the Virginia Office of Intermodal Planning and Investment (OIPI). The archived website includes an overview of the office, programs (VTrans, Performance Management, and Smart Scale), planning assistance (grants and studies), and Commonwealth Transportation Board Presentations (2017-2019). The Office of Intermodal Planning and Investment (OIPI) is located within the Office of the Secretary of Transportation and was created in 2002 to support and advise the Secretary in his/her role as chairperson of the Commonwealth Transportation Board. The goals of OIPI are to promote transparency and accountability of the programming of transportation funds; to ensure that the Commonwealth has a multimodal transportation system that promotes economic development and all transportation modes, intermodal connectivity, environmental quality, accessibility for people and freight, and transportation safety; to encourage the use of innovation and best practices to improve the efficiency of the Commonwealth's surface transportation network and to enhance the efficacy of strategies to improve such efficiency; and to promote the coordination between transportation investments and land use planning. OIPI takes a leadership role across three key steps within the performance-based planning and programming process—Plan, Invest, and Manage. In this role, OIPI convenes stakeholders and engages the public, conducts planning studies and technical analysis, prioritizes investments, and tracks system performance. Description: Work is underway to transform Northern Virginia’s Interstate 66 into a multimodal corridor that moves more people, provides reliable trips and offers new travel options. The $2.3 billion I-66 Outside the Beltway Project is a public-private partnership between the Virginia Department of Transportation (VDOT), the Department of Rail and Public Transportation (DRPT) and private partner, I-66 Express Mobility Partners, a consortium of Cintra, Meridiam, John Laing Group Plc and APG. The I-66 Outside the Beltway Project will include: 22.5 miles of new express lanes alongside three regular lanes from I-495 to University Boulevard in Gainesville Express lanes will be dynamically tolled to manage demand for the lanes and provide a reliable, faster trip – available to drivers who choose to pay a toll, and for free to vehicles with three or more people New and improved bus service and transit routes New and expanded park and ride lots providing convenient access to the express lanes and more than 4,000 new park and ride spaces Interchange improvements to enhance safety and reduce congestion, including auxiliary lanes between interchanges, where needed

Description: Virginia’s Office of Transportation Public Private-Partnerships (OTP3), in coordination with the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT), has completed both high-level and detail-level screenings that consider the desirability and feasibility of this project for possible procurement under the Public-Private Transportation Act (PPTA) of 1995 as amended. The OTP3 has issued a Request for Information (RFI) to seek private sector input on a range of best practices and innovative approaches to developing and financing transportation improvements on a 25-mile section of I-66 from U.S. Route 15 in Prince William County to I-495 in Fairfax County. The Commonwealth is looking for the best and brightest ideas, suggestions and recommendations to transform I-66 from a highly congested corridor to a multi-modal facility that moves traffic and people more efficiently. A Request for Information (RFI) is an inquiry only to gather input from individuals, firms, teams or organizations on the best practices and innovative approaches that may be used to address the Project’s purpose and need, maximize the benefits and minimize the costs to citizens of the Commonwealth. No contract or agreement will be entered into as a result of this process. Instead responses to the RFI will help OTP3, in coordination with VDOT and DRPT, to advance evaluation, planning and development efforts for the Project, which could result in a formal procurement of a contract, possibly utilizing the Public Private Transportation Act.

Description: House Bill Two (HB2) is about investing limited tax dollars in the right projects that meet the most critical transportation needs in Virginia. At the heart of the new law is scoring projects based on an objective process that involves public engagement and input. Once projects are scored, the Commonwealth Transportation Board (CTB) will have the best information possible to select the right projects for funding. Governor Terry McAuliffe signed HB2 into law in 2014, which directs the CTB to develop and use a scoring process for project selection by July 2016. Candidate projects will be screened to determine if they qualify to be scored. Projects will be scored based on an objective and fair analysis applied statewide. The law will improve transparency and accountability. The public will know how projects scored and the decisions behind the CTB’s project selections.

Description: The 495 Express Lanes are two new high occupancy toll (HOT) lanes in each direction from the Springfield Interchange to just north of the Dulles Toll Road on the Virginia side of the Capital Beltway. The 14-mile Express Lanes will be free for carpoolers with three or more people, buses, motorcycles and emergency vehicles. Other drivers may pay a toll for a faster, more predictable trip.
