Description: Archived website of the Virginia Employee Suggestion Program (ESP). ESP provided a way for employees of the agencies of the Commonwealth of Virginia to receive money or paid time off by developing and submitting a suggestion that benefits the Commonwealth. The Department of Human Resource Management (DHR) administered by the program. DHRM received suggestions and distributed them for evaluation, maintained records, developed program materials, and set policies and procedures. Participating state agencies designated Agency ESP Coordinators who implemented the program at the agency level and were available to give program information and assistance to employees. Description: Foster youth are eligible to receive services through the Independent Living Program (ILP) at the age of 14 and may continue receiving services until age 21 if they are in the custody or placement responsibility of a local department of social services. Qualifying placements include those in foster homes, residential treatment centers and group homes. Fostering Futures enables LDSS to extend foster care financial and social support and services up to age 21 for two groups of young adults who reach age 18 on or after July 1, 2016: Youth who are in foster care when they reach age 18; and, Youth who were in foster care at the time of commitment to the Virginia Department of Juvenile Justice (DJJ) and are released from DJJ after age 18 and prior to turning 21.

Description: Archived website of Virginia Governor-Elect Ralph Northam. Ralph Northam (D) was elected 73rd Governor of Virginia on 7 November 2017. This website includes Northam's biography, press releases, policy councils, boards and commissions, and instructions on how to apply for a job in the Northam administration. Ralph Northam grew up on the Eastern Shore, working on the Chesapeake Bay, before attending Virginia Military Institute where he graduated with distinction and was President of the Honor Court. After graduating from Eastern Virginia Medical School, Ralph served eight years active duty in the United States Army, rising to the rank of Major. Upon his return from treating soldiers injured in Desert Storm, Ralph began practicing pediatric neurology at Children's Hospital of the King's Daughters in Norfolk. Ralph also serves as Assistant Professor of Neurology at Eastern Virginia Medical School and has seventeen years of volunteer service as Medical Director for the Edmarc Hospice for Children in Portsmouth. Prior to serving as Governor-elect, Ralph is finishing his term as Virginia’s 40th Lieutenant Governor. As your Lieutenant Governor his priorities over the past four years have been: economic development, strengthening early childhood education, implementing meaningful mental health reform, protecting women's health care access, and carefully stewarding the Commonwealth's environmental resources. From 2008 to 2013 Ralph served as a State Senator representing the Eastern Shore and parts of Norfolk and Virginia Beach. As State Senator Ralph scored numerous major legislative accomplishments, including the prohibition on smoking in restaurants, protecting young athletes who have sustained concussions, and improving the health of the Chesapeake Bay. Ralph lives in Norfolk with his wife Pam, a long-time Elementary School teacher who currently works for the local conservation organization Lynnhaven River NOW. They have two children: Wes, a neurosurgical resident at the University of North Carolina, and Aubrey, a graduate of the University of Virginia, who works in communications in Hampton Roads. Description: To determine and recommend to the General Assembly an appropriate monument in Capitol Square to commemorate the life, achievements, and legacy of American Indians in the Commonwealth. The Commission shall determine and recommend to the General Assembly an appropriate monument in Capitol Square to commemorate the life, achievements, and legacy of American Indians in the Commonwealth. The Commission shall seek private funding for the operation and support of the Commission and the erection of an appropriate monument. However, the costs of implementation of the Commission, its work, and the compensation and reimbursement of members shall be borne by the Commission from such private funds as it may acquire to cover the costs of its operation and work. All agencies of the Commonwealth shall provide assistance to the Commission, upon request. Until completion of the Commission's work or the erection of the monument, whichever occurs later, the Commission shall report annually the status of its work, including any findings and recommendations, to the General Assembly, beginning on December 1, 2009. The report shall also be posted on the General Assembly's website.

The Office of Intermodal Planning and Investment (OIPI) is located within the Office of the Secretary of Transportation and was created in 2002 to support and advise the Secretary in his/her role as chairperson of the Commonwealth Transportation Board. The goals of OIPI are to promote transparency and accountability of the programming of transportation funds; to ensure that the Commonwealth has a multimodal transportation system that promotes economic development and all transportation modes, intermodal connectivity, environmental quality, accessibility for people and freight, and transportation safety; to encourage the use of innovation and best practices to improve the efficiency of the Commonwealth's surface transportation network and to enhance the efficacy of strategies to improve such efficiency; and to promote the coordination between transportation investments and land use planning. The I-66 Outside the Beltway Project will include: 22.5 miles of new express lanes alongside three regular lanes from I-495 to University Boulevard in Gainesville Express lanes will be dynamically tolled to manage demand for the lanes and provide a reliable, faster trip – available to drivers who choose to pay a toll, and for free to vehicles with three or more people New and improved bus service and transit routes New and expanded park and ride lots providing convenient access to the express lanes and more than 4,000 new park and ride spaces Interchange improvements to enhance safety and reduce congestion, including auxiliary lanes between interchanges, where needed

Description: The Commission on Employee Retirement Security and Pension Reform was established during the 2016 General Assembly through legislation introduced by Virginia House of Delegates Speaker William J. Howell. The Commission is directed to study, report and make recommendations on a wide variety of topics related to employee retirement security, the current retirement system plan, design and benefits packages, Virginia’s changing state workforce, and state employee compensation. The 21-member Commission includes legislators, citizen-appointees and ex-officio members from the executive branch. Staff support for the Commission is provided by the Department of Human Resource Management, the Virginia Retirement System, the House Appropriations Committee, the Senate Finance Committee and the Division of Legislative Services. The Commission is also working closely with the PEW Charitable Trusts Retirement Systems Project. The General Assembly passed House Bill 665 in the 2016 General Assembly session. § 30-371 through § 30-375 of the Code of Virginia establish the commission, membership, the scope of its work and its responsibilities.

Description: In December 2007, 13 Virginia localities representing over 40 percent of the Commonwealth’s children in foster care, were invited by the Secretary of Health and Human Resources, Marilyn Tavenner, to launch the Council on Reform. The group included a broad membership from both state and local child serving agencies. Secretary Tavenner’s charge to the group was to collaboratively plan and implement a set of critical reforms at the state and local levels including: To adopt a state-wide philosophy that supports family-focused, child-centered, community-based care with a focus on permanence for all children, To establish a state-level practice model focused on family-centered care and permanence that is reinforced by a uniform training program for resource families as well as local staff in DSS and CSA (integrated with DMHRSAS practice model), To create and implement a statewide strategy to increase availability and utilization of relative care and non-relative foster and adoptive placements to ensure that children can be placed in the most family-like setting that meets their needs, and To create a robust performance monitoring/quality assurance system to identify and measure outcomes, monitor quality of practice, and improve accountability. These critical reform areas were identified as the missing links in Virginia’s child welfare/child serving system. Later termed “building blocks” and adapted slightly, these strategies continue to be among the key drivers for improved outcomes for children in foster care in Virginia. While the Transformation is much broader than the work done in CORE, CORE was a starting place and a new model for state/partnership in Virginia. While still in the midst of major Transformation effort, the CORE group has made remarkable improvements on the key outcomes in a short period of time including: A 35.5 percent decrease in the congregate care population between December 2007 and May 2009, A 10.6 percent increase in kinship placements in the same time frame, Nearly 69 percent of children discharged in SFY 2009 (to date) went to permanent homes compared with 61 percent in SFY 2008. Localities in CORE include: Charlottesville, Chesterfield, Dinwiddie, Fairfax, Henrico, Newport News, Norfolk, Prince William, Richmond City, Roanoke County, Roanoke City, Virginia Beach and Washington County.

Description: Fifty years ago this fall, on October 1, 1966, the Virginia Department of Health began screening all babies born in the Commonwealth of Virginia for phenylketonuria (PKU). The testing is done by Virginia’s Division of Laboratory Services in the Department of General Services. While Virginia’s Newborn Screening (NBS) Program has definitely grown and the panel of disorders expanded to include 29+ disorders, it’s mission remains the same – to identify babies with life-threatening conditions, get them diagnosed and into treatment before they suffer the potentially-devastating effects of their disorders. To commemorate it’s 50th Anniversary, the VA NBS Program has decided to celebrate by hosting a one-day NBS conference in Richmond, VA. The idea is to bring healthcare professionals involved in newborn screening together for a day of education and updates to help them better understand the newborn screening program today and to be prepared for what lies ahead for newborn screening tomorrow. Our conference logo is “It’s not just about PKU anymore” and through the various topics and presentations, we hope this conference will give attendees a look at the past, the present and the future of Virginia’s NBS Program.

But as the Virginia Department of Transportation (VDOT) converts 8.4 miles of underused High Occupancy Vehicle (HOV) lanes -- meant for vehicles with two or more riders -- to Express Lanes on I-64, commuters will have a more reliable, less congested commute that will provide travel choices. Motorists choosing the Express Lanes will help ease traffic in the General Purpose lanes, and Express drivers will see more consistent speeds with fewer commuters in their lanes. Conversion is expected to shift about 17% of vehicles from the General Purpose Lanes to the Express Lanes. The cost for travel in the Express Lanes is based on Dynamic Pricing, determined on a transaction basis using a single gantry system. Dynamic Pricing is also determined by the number of vehicles in the Express Lanes at the time of use.

Description: The mission of the Board of Towing and Recovery Operators is to protect the public by setting standards of qualifications, training, and experience for those who seek to represent themselves to the public as towing and recovery professionals and promoting high standards of professional performance for those engaged in the practice of towing and recovery. The 2012 Session of the Virginia General Assembly has resulted in legislative changes to the functionality of the Board of Towing and Recovery Operators (the "Board"), and meaningful responsibilities of the Board will be absorbed by other State agencies. These changes are effective January 1, 2013. (Virginia Acts of Assembly – Chapters 803 and 835 – 2012 Session). The Board’s laws and regulations will remain in full force and effect until January 1, 2013. However, effective January 1, 2013, oversight of both drivers and operators will statutorily be provided by the Virginia Department of Criminal Justice Services ("DCJS") and the Office of the Attorney General ("OAG)". During its 2012 Session, the Virginia General Assembly passed legislation eliminating the Board of Towing and Recovery Operators (BTRO) and the towing regulations managed by BTRO. The new law became effective on January 1, 2013. However, certain responsibilities of BTRO will continue under the Virginia Department of Criminal Justice Services (DCJS) and the Office of the Attorney General (OAG). DCJS will be responsible for licensing of tow drivers only. Tow operators and companies will no longer be licensed or regulated by any state government entity. This does not impact any local governance or oversight of the towing industry.

Description: Purpose, Powers and Duties: The Department is vested with control of all charitable gaming in the Commonwealth. The conduct of bingo games by charitable organizations was legalized by the General Assembly in 1973. At that time, an exception to the general prohibition against gambling was created for bingo games and raffles to allow non-profit religious, educational, charitable and community organizations to raise needed funds. During the 1978 Session of the Virginia General Assembly , House Joint Resolution No. 155 was passed and directed a joint subcommittee of the House and Senate Committees on General laws to undertake a comprehensive study of the bingo laws of the Commonwealth. The passage of this resolution was the result and concern of the General Assembly that large amounts of cash were being exchanged during the bingo games and there was a significant lack of uniformity from one locality to another in the control of bingo games. They surmised that as a result, bingo games were essentially an unregulated exchange of large sums of money. As a result of the study, House Document 39 (1979), the original bingo laws were replaced with a more comprehensive statutory design. Senate Joint Resolution No. 195, agreed to during the 1993 Session of the Virginia General Assembly , established a joint subcommittee to study the State statute governing bingo and raffles. The main issues to be addressed were: (i) rental fees paid to bingo facility operators, (ii) percentages of profits actually returned to charitable organizations, and (iii) bogus charities acting as fronts for illegal bingo operations. Bingo was declared “the perfect white-collar crime” in the Racketeering and Organized Crime in the Bingo Industry – April 1992 – Pennsylvania Crime Commission Report, a publication utilized under the Senate Joint Resolution No. 195 study. Senate Joint Resolution No. 12 agreed to during the 1994 Session of the Virginia General Assembly, continued the work of the subcommittee to address the transfer of control over all charitable gaming activities, including organizations, operators, suppliers, and fair market rental value. As a result of the joint subcommittee studies, Senate Document 63 (1994) and Senate Document 57 (1995), the Virginia Charitable Gaming Commission (the “Commission”) was created with passage of Senate Bill 1020 during the 1995 Session of the Virginia General Assembly. The goals of the legislation were to address major concerns with charitable gaming in the Commonwealth that were the result of rampant abuses, including fraud and embezzlement, due to inconsistent local regulation and enforcement of gaming activities. In addition, prior to the creation of the Commission, a very small percentage of money raised under the guise of charity went to charity. Thus, effective July 1, 1996, the Commonwealth of Virginia joined 37 other states that provide statewide oversight of charitable gaming. With the passage of Senate Bill 1278 during the 2003 Session of the Virginia General Assembly, the Charitable Gaming Board (the "Board") and the Department of Charitable Gaming (the "Department") were established to replace the Charitable Gaming Commission. The Office of Charitable and Regulatory Programs (OCRP), part of the Virginia Department of Agriculture and Consumer Services, now regulates charitable gambling. OCRP is responsible for issuing or renewing approximately 350 charitable gaming permits per year to organizations, as well as the regulation of charitable gaming activities in the Commonwealth. Additionally, under Virginia’s charitable gaming regulations, VDACS performs on-site training and operational inspections of bingo events, initiates compliance audits of organizations conducting charitable gaming and more.
