The State Archives and State Library of North Carolina, divisions within the Department of Natural and Cultural Resources, operate with legislative mandates to preserve state government information and make it accessible to the citizens of North Carolina (G.S. 121-2, G.S. 125-11.5 - 11.13, G.S. 132-1b). The North Carolina State Government Web Site Archives and Access Program helps fulfill these mandates by providing archiving, preservation, and access services for websites and social media content produced and maintained by North Carolina state agencies.

Description: As mandated by North Carolina law GS115C-102.6, North Carolina has developed a state educational technology plan to enhance teaching and learning within all its schools. In keeping with the North Carolina vision of building collaborative partners and leadership, a Media and Technology Advisory Committee provides the optimal medium for creating a system-level technology plan and for implementing a strong educational technology program. Planning is most effective when those responsible for the instructional program are involved in designing, implementing, and making decisions about administrative and educational technology. Students are more likely to be successful in achieving in-depth learning when the administrative and teaching staff and the community build a collective vision for technology that is connected to teaching and learning. The North Carolina Educational Technology Plan has been designed to reflect North Carolina's Strategic Plan for Excellent Schools, The ABCs Plus. To achieve the state education goal of First in America by 2010, the educational technology vision and recommendations will follow the recommendations by Governor Easley's Education First Task Force for the hallmarks of excellence, the strategic use of resources, and preparing graduates of North Carolina Schools. This will be done by supporting and enhancing the North Carolina State Board of Education?s strategic priorities of high student achievement; safe and orderly schools; quality teachers, administrators and staff; strong family, community and business support; and effective and efficient operations.

Description: The North Carolina Vital Records Unit is responsible for registering all births, deaths, fetal deaths, marriages, and divorces which occur in North Carolina, coding those events for statistical research purposes, maintaining the records properly, and locating and providing certified or uncertified copies of those records. The registration process involves a statewide system of hospitals, funeral directors, registers of deeds, local health department staff, and others who register vital events. Once vital events have been registered, the individual vital records are preserved in a secure environment. When appropriate, they are corrected, amended, or even replaced. Certified and uncertified copies are provided when requested for legal actions, passports, law enforcement investigations, child support enforcement, health-related research, and official identification. The Albemarle-Pamlico National Estuary Program - formerly known as the Albemarle-Pamlico Estuarine Study (APES) - was among the first National Estuary Programs established by the US EPA in 1987. The mission of the APNEP is to identify, restore, and protect the significant resources of the Albemarle-Pamlico estuarine system. The program focuses not just on improving water quality in the region's estuaries, but on maintaining the integrity of the whole system -- its chemical, physical, and biological properties, as well as its economic, recreational, and aesthetic values. Important components of the APNEP are the consideration of water quality, fisheries resources, land and water habitats, and the interaction of humans with the natural resources of the estuarine system.

Description: The North Carolina Criminal Justice Information Network (CJIN) initiative is a project which will allow the sharing of information between state and local criminal justice agencies. The CJIN Study Committee was created during the 1994 Special Crime Session of the North Carolina General Assembly. This committee was tasked to accomplish a primary directive to identify strategies for developing and implementing CJIN. A consulting firm was contracted to perform this study which was presented to the committee in April 1995. A CJIN study objective was developed which summarizes how this network should be developed. The study objective proposes "to identify alternatives for development of a statewide criminal justice information network that will enable a properly authorized user to readily access and effectively use information regardless of its location in national, state, and local databases."
