Collection: California High-Speed Rail 2018-2022
Description: The California State Auditor's (CSA) November 2018 audit report regarding the California High-Speed Rail Authority's contracting and cost control practices. The CSA conducted this audit at the request of the Joint Legislative Audit Committee. The report concludes that the Authority's flawed decision making regarding the start of high-speed rail system construction in the Central Valley and its ongoing poor contract management for a wide range of high-value contracts have contributed to billions of dollars in cost overruns for completing the system. The web and pdf versions of the report include timelines, graphics, maps, and charts to provide context and assessments on the Authority's deficiencies related to contract management and a lack of transparency around monitoring and reporting progress against key goals. The California High-Speed Rail Authority's official response to the audit report, and the California State Auditor's comments on the Authority's response, are also included.
