The Procuraduría oversees state employees in their exercise of their public duties. Within the ongoing peace process between the state and paramilitry forces, the Procuraduría is charged with promoting participatory mechanisms for the victims. They are organizing a project that archives the non-judicial materials produced in the course of the prosecution of paramilitary crimes: testimonies, objects, photographs. Organization has limited funding and security concerns associated with what is a highly controversial peace process between the state and the paramilitaries. Links between paramilitary forces and state agents have been publicly denounced, and in certain cases proved in court.
