Title: NC Department of Crime Control and Public Safety

URL: https://www.nccrimecontrol.org/

Description: Home page for The Dept. of Crime Control and Public Safety, which has nine divisions whose overall missions are to improve the quality of life for North Carolinians by reducing crime and enhancing public safety. The CCPS Secretary serves as the sole representative on the Governor's Cabinet for the state's law enforcement and emergency response community. The department focuses citizen and legislative attention on law enforcement and public safety issues, such as drinking and driving, underage access to alcohol and tobacco, the proper use of child safety seats, crime prevention, and preparation for natural disasters. In 1977 the General Assembly enacted legislation creating the State Department of Crime Control and Public Safety, bringing under its authority the powers, responsibilities, and duties of a number of state agencies. From the old Department of Military and Veterans Affairs were transferred the National Guard and the Adjutant General, the Civil Preparedness Agency, and the Civil Air Patrol. The State Highway Patrol was transferred from the Division of Motor Vehicles of the Department of Transportation. The State Board of Alcoholic Control's Enforcement Division was transferred from the Department of Commerce. The Governor' Crime Commission (which had been created in 1967 as the Governor's Committee on Law and Order), the Division of Crime Control, the Criminal Justice Information System Board, and the Criminal Justice Information Security and Privacy Board were all transferred from the Department of Natural Resources and Community Development. The new Department of Crime Control and Public Safety was headed by a cabinet-level secretary, who was appointed by the governor. It was organized into the following divisions: (1) Alcohol Law Enforcement; (2) Civil Preparedness, which became the Emergency Management Division in 1979; (3) the Civil Air Patrol, which was made a division in 1979; (4) the Crime Control Division, which furnished staffing for the Governor's Crime Commission; (5) the State Highway Patrol; and (6) the National Guard. In 1981 the Butner Public Safety Office was transferred to the department as the division responsible for police and fire protection for the state hospital facilities at Butner. In 1983 the Victim and Justice Services Division was established to administer community service programs as alternative punishment to prison. This division also operated the North Carolina Center for Missing Persons, as well as the Rape Victim Assistance Program. In 1987 the legislature established the North Carolina Crime Victims Compensation Fund and Commission and placed it under the authority of the department.Other boards and commissions associated with the Department of Crime Control and Public Safety include the Governor's Advisory Commission on Military Affairs and the Juvenile Law Study Commission created in 1980.
