Description: Archived website of the Virginia Employee Suggestion Program (ESP). ESP provided a way for employees of the agencies of the Commonwealth of Virginia to receive money or paid time off by developing and submitting a suggestion that benefits the Commonwealth. The Department of Human Resource Management (DHR) administered by the program. DHRM received suggestions and distributed them for evaluation, maintained records, developed program materials, and set policies and procedures. Participating state agencies designated Agency ESP Coordinators who implemented the program at the agency level and were available to give program information and assistance to employees. Description: Archived website of the Northern Virginia Traning Center (NVTC). NVTC opened in April 1973 as one of five residential training centers in the Commonwealth to serve people with intellectual and related disabilities. The Department of Behavioral Health and Developmental Disabilities (DBHDS) has been implementing a plan developed pursuant to Virginia Code §37.2-319 to move the Commonwealth toward its long-standing goal of a more fully-integrated community-based system of services and supports for individuals with intellectual and developmental disabilities. This plan required transitioning residents of NVTC to the community. NVTC closed on 31 March 2016. Description: Archived website of the Southsdie Virginia Training Center (SVTC). SVTC's primary mission was to provide quality, client-centered health and habilitation services for eligible individuals with intellectual disabilities from Health Planning Region IV. In addition, the center provided administrative and environment of care services to other facilities on the Southside Campus, which included Central State Hospital, Hiram W. Davis Medical Center, and the Virginia Center for Behavioral Rehabilitation. On 26 January 2012, Virginia Governor Robert McDonnell announced that a settlement agreement had been reached with the U.S. Department of Justice (DOJ) and he also announced that four of Virginia’s five training centers would be scheduled to close by 2020. Description: Archived website of Catawba Hospital. Catawba Hospital was founded in 1909 as the first tuberculosis sanatorium in Virginia. However, with the advent of more successful treatment methods, the incidence of tuberculosis declined. In 1972, Catawba Hospital became part of the Department of Mental Health and Mental Retardation (in 2009, renamed to Department of Behavioral Health and Developmental Services) as a treatment and rehabilitation center for the psychiatric needs of geriatric patients. In 1981, a unit for acute, short-term psychiatric treatment of patients ages 18-64 was opened. In 1985, Catawba Hospital received accreditation from the Joint Commission on Accreditation of Healthcare Organizations. The General Assembly passed an act on 18 April 1927, that reorganized state government and created within the governor’s office the Division of Military Affairs headed by the adjutant general. Description: The Assistive Technology Loan Fund Authority (ATLFA) is a Commonwealth of Virginia State Authority created with public funds to help Virginians with disabilities obtain assistive technology. The ATLFA provides affordable financing alternatives (loans with below-market interest rates, no down payments, longer repayment terms, etc.) to help make adaptive equipment a possibility for individuals who might not otherwise be eligible for borrowing. Any type of equipment can be financed as long as it relates to an individual’s disability; examples include recreational equipment, vision aids, communication and hearing devices, and vehicles with modifications. Description: Archived website of the Virginia Department of Human Resource Management (DHRM). DHRM serves as the central human resource agency for state government. DHRM provides a broad range of leadership, guidance, and operational support to the state government and its stakeholders. Functions include Human Resource Systems Technology, Policy, Equal Employment Services, Employment, Compensation and Benefits, Employment Dispute Resolution, Talent Management and Workforce Planning, Workers’ Compensation, Wellness Programs, Charitable Giving. Provisions of the Virginia Personnel Act passed by the General Assembly on 1 April 1942 established the Division of Personnel. The Department of Personnel and Training replaced the Division in accordance with an act passed by the General Assembly on 12 April 1976. Another name change occurred as of 1 July 2000 when the Department of Personnel and Training was changed to the Department of Human Resource Management. The department is charged with establishing a uniform and effective personnel management system for state employees based on objective methods of appointment, training, promotion, transfer, layoff, removal and discipline. The department also provides expertise in the areas of compensation, equal employment compliance, health benefits, grievance procedures and training. The Governor is the chief personnel officer of the state by statute, but his authority has been delegated to the director of the Department of Personnel and Training. As part of a reorganization of the executive branch of state government, the Dept. of Employment Dispute Resolution was eliminated by the General Assembly (SB 678) effective July 2012 and its duties were transferred to the Dept. of Human Resource Management. This bill also eliminated the Virginia Council on Human Resources and authorized the Director of the Dept. of Human Resource Management to convene ad hoc working groups to address issues relating to the state workforce. Data governance is exercising the appropriate authority and control over a data asset to ensure its integrity, quality, security, and availability to all qualified users. Proper governance offers many benefits including increased awareness of data holdings, improved organizational efficiency and productivity, more citizen-centered services, and better informed decision-making and evidence-based policymaking resulting in actionable intelligence. Governance increases the value of Commonwealth data assets by guiding and enabling its evolution from information to intelligence while promoting data discovery, exploration, integration, and sharing through the implementation of enterprise standards, policies, guidelines, and best practices. On January 7, 2020, Governor Northam signed Executive Order 48 that established a data governance framework making Virginia a leader in data-driven policy, evidence-based decision-making, and outcome-based performance management. The primary goal of the framework is to help the Commonwealth be more responsive and make better, evidence-based decisions grounded in the data it collects and manages. The data governance framework includes the Virginia Data Advisory Commission, Executive Data Board, Data Governance Council, and Data Stewards Group. During the 2021 General Assembly Special Session I, Senate Bill 1365 was passed that solidifed Virginia's data governance framework and through § 2.2-203.2:4. the Office of Data Governance and Analytics (ODGA) was created within the Office of the Secretary of Administration. The ODGA is directed by the Chief Data Officer of the Commonwealth and is charged with overseeing general data governance in the Commonwealth, as well as developing and managing the Commonwealth Data Trust.
