Description: Every day thousands of drivers sit in traffic on I-64, between the I-64/I-264 Interchange and I-564 in Norfolk. But as the Virginia Department of Transportation (VDOT) converts 8.4 miles of underused High Occupancy Vehicle (HOV) lanes -- meant for vehicles with two or more riders -- to Express Lanes on I-64, commuters will have a more reliable, less congested commute that will provide travel choices. Motorists choosing the Express Lanes will help ease traffic in the General Purpose lanes, and Express drivers will see more consistent speeds with fewer commuters in their lanes. Conversion is expected to shift about 17% of vehicles from the General Purpose Lanes to the Express Lanes. The cost for travel in the Express Lanes is based on Dynamic Pricing, determined on a transaction basis using a single gantry system. Dynamic Pricing is also determined by the number of vehicles in the Express Lanes at the time of use.

The ATLFA provides affordable financing alternatives (loans with below-market interest rates, no down payments, longer repayment terms, etc.) to help make adaptive equipment a possibility for individuals who might not otherwise be eligible for borrowing. Description: Archived website of Catawba Hospital. Catawba Hospital was founded in 1909 as the first tuberculosis sanatorium in Virginia. However, with the advent of more successful treatment methods, the incidence of tuberculosis declined. In 1972, Catawba Hospital became part of the Department of Mental Health and Mental Retardation (in 2009, renamed to Department of Behavioral Health and Developmental Services) as a treatment and rehabilitation center for the psychiatric needs of geriatric patients. In 1981, a unit for acute, short-term psychiatric treatment of patients ages 18-64 was opened. In 1985, Catawba Hospital received accreditation from the Joint Commission on Accreditation of Healthcare Organizations. Description: Fifty years ago this fall, on October 1, 1966, the Virginia Department of Health began screening all babies born in the Commonwealth of Virginia for phenylketonuria (PKU). The testing is done by Virginia’s Division of Laboratory Services in the Department of General Services. While Virginia’s Newborn Screening (NBS) Program has definitely grown and the panel of disorders expanded to include 29+ disorders, it’s mission remains the same – to identify babies with life-threatening conditions, get them diagnosed and into treatment before they suffer the potentially-devastating effects of their disorders. To commemorate it’s 50th Anniversary, the VA NBS Program has decided to celebrate by hosting a one-day NBS conference in Richmond, VA. The idea is to bring healthcare professionals involved in newborn screening together for a day of education and updates to help them better understand the newborn screening program today and to be prepared for what lies ahead for newborn screening tomorrow. Our conference logo is “It’s not just about PKU anymore” and through the various topics and presentations, we hope this conference will give attendees a look at the past, the present and the future of Virginia’s NBS Program.

Description: Purpose, Powers and Duties; Manage, control, maintain and operate the Center to sustain economic growth in the rural areas of the Commonwealth. The Virginia Rural Center is a collaborative partnership of the Center for Rural Virginia and the Council for Rural Virginia. These two organizations established a collective services agreement to work together on their joint mission of economic prosperity for rural communities throughout Virginia. While the two legal entities are stand alone organizations, they operate collectively and share an Executive Director under their partnership, referred to as the Virginia Rural Center. The Center for Rural Virginia is a non-profit 501(c)3 organization established by the Virginia General Assembly in 2004. The creation of the Center was a recommendation of the Rural Prosperity Commission, created by the General Assembly in 2000. The goal of the Commission was "Prosperity for all Virginians". The 18-member Commission was instructed by the General Assembly to “undertake a detailed analysis of rural Virginia economies and recommend flexible but targeted state policies which, combined with local efforts, will help foster sustainable economic growth in Virginia’s rural areas.”

Data governance is exercising the appropriate authority and control over a data asset to ensure its integrity, quality, security, and availability to all qualified users. Proper governance offers many benefits including increased awareness of data holdings, improved organizational efficiency and productivity, more citizen-centered services, and better informed decision-making and evidence-based policymaking resulting in actionable intelligence. Governance increases the value of Commonwealth data assets by guiding and enabling its evolution from information to intelligence while promoting data discovery, exploration, integration, and sharing through the implementation of enterprise standards, policies, guidelines, and best practices. On January 7, 2020, Governor Northam signed Executive Order 48 that established a data governance framework making Virginia a leader in data-driven policy, evidence-based decision-making, and outcome-based performance management. The primary goal of the framework is to help the Commonwealth be more responsive and make better, evidence-based decisions grounded in the data it collects and manages. The data governance framework includes the Virginia Data Advisory Commission, Executive Data Board, Data Governance Council, and Data Stewards Group. During the 2021 General Assembly Special Session I, Senate Bill 1365 was passed that solidifed Virginia's data governance framework and through § 2.2-203.2:4. the Office of Data Governance and Analytics (ODGA) was created within the Office of the Secretary of Administration. The ODGA is directed by the Chief Data Officer of the Commonwealth and is charged with overseeing general data governance in the Commonwealth, as well as developing and managing the Commonwealth Data Trust. Description: The web site, www.childcareva.com, provides easy-to-find child care information and materials created specifically for parents, providers and the general public. The site serves as the online hub for the Virginia Department of Social Services in its effort to promote the importance of health and safety standards, as well as the benefits of quality child care in Virginia. The website is part of a package of reforms passed in 2015 to help Virginia families make informed decisions on child care. The reforms also included legislation requiring care providers to be licensed by the state to keep five or more children who aren’t related to them in their homes. Local governments are now required to report to VDSS the contact information for any child care providers and family day homes that are issued a business license. And state law now requires unlicensed family day homes to notify parents of that fact up front and in writing. On the website, parents will find information on various child care options, requirements and benefits of licensed providers, as well as guidance for researching and selecting quality child care. Current and prospective providers can learn how to become licensed and/or trained, review relevant legislation, and obtain professional development information and materials.

Description: The Commission on Employee Retirement Security and Pension Reform was established during the 2016 General Assembly through legislation introduced by Virginia House of Delegates Speaker William J. Howell. The Commission is directed to study, report and make recommendations on a wide variety of topics related to employee retirement security, the current retirement system plan, design and benefits packages, Virginia’s changing state workforce, and state employee compensation. The 21-member Commission includes legislators, citizen-appointees and ex-officio members from the executive branch. Staff support for the Commission is provided by the Department of Human Resource Management, the Virginia Retirement System, the House Appropriations Committee, the Senate Finance Committee and the Division of Legislative Services. The Commission is also working closely with the PEW Charitable Trusts Retirement Systems Project. The General Assembly passed House Bill 665 in the 2016 General Assembly session. § 30-371 through § 30-375 of the Code of Virginia establish the commission, membership, the scope of its work and its responsibilities.

Description: The Council on Virginia's Future was created to develop long-term, results-based planning for state government through the implementation of a Roadmap for Virginia's Future. That Roadmap establishes a long-term vision for the Commonwealth, long-term objectives for state services, and a planning and performance system to measure and evaluate the state's progress toward its goals. Governing legislation requires that Council membership include the Governor and Lieutenant Governor, as well as eight members from the Virginia General Assembly, including Speaker of the House, the President of the Senate, chairs from both House and Senate finance committees, and the majority and minority leaders from each house. Other members include Cabinet and citizen appointments made both by legislators and the Governor. The Council on Virginia's Future was abolished on 30 June 2017.

The Department of Historic Resources is the Commonwealth’s official historic preservation agency, and its director is designated as the State Historic Preservation Officer (SHPO). Additionally, the department maintains an open-to-the-public research center with both paper and electronic archives for its inventory of more than 247,000 historic properties (including more than 40,000 archaeological sites) and library for students, researchers, scholars, consultants, or anyone interested in the archaeological and architectural history of Virginia. The department curates more than six million objects in the Commonwealth’s archaeological collections and makes these collections available to researchers and to the public through loans to museums across the state. Dr. Levine is a board-certified family physician who also received a Masters of Public Health (MPH) degree from the Johns Hopkins Bloomberg School of Public Health. She received her MD from the Albert Einstein College of Medicine in Bronx, NY and completed family practice residency training at the University of Virginia in Charlottesville. Dr. Levine started her career in private medical practice in Pennsylvania. She subsequently joined the staff of an academic medical center and became the director of a family practice residency training program in northwestern Pennsylvania. While in Pennsylvania, Dr. Levine was also very involved in community health improvement efforts and was a member of the local board of health.

Description: Foster youth are eligible to receive services through the Independent Living Program (ILP) at the age of 14 and may continue receiving services until age 21 if they are in the custody or placement responsibility of a local department of social services. Qualifying placements include those in foster homes, residential treatment centers and group homes. Fostering Futures enables LDSS to extend foster care financial and social support and services up to age 21 for two groups of young adults who reach age 18 on or after July 1, 2016: Youth who are in foster care when they reach age 18; and, Youth who were in foster care at the time of commitment to the Virginia Department of Juvenile Justice (DJJ) and are released from DJJ after age 18 and prior to turning 21.

GO Virginia supports programs to create more high-paying jobs through incentivized collaboration between business, education, and government to diversify and strengthen the economy in every region of the Commonwealth. The initiative is based on three main points: Virginia urgently needs strong private-sector growth. Federal cutbacks have exposed our over-dependence on public-sector jobs. Virginia needs strong private-sector growth and job creation. Growth in Virginia’s diverse regions requires collaboration. To grow and diversify our economy, business, education, and government must collaborate effectively in each region. State government must be a catalyst and partner. State government must provide incentives for strategic, job-focused collaboration in each region of the Commonwealth. The Growth & Opportunity Board, responsible for awarding allotted funds to relevant projects, oversees Regional Councils, who submit project ideas to the Board for approval. The Virginia Department of Housing and Community Development supports the administrative aspects of both these entities, and the GO Virginia Foundation supports these efforts through education about best practices and advocacy.

Description: House Bill Two (HB2) is about investing limited tax dollars in the right projects that meet the most critical transportation needs in Virginia. At the heart of the new law is scoring projects based on an objective process that involves public engagement and input. Once projects are scored, the Commonwealth Transportation Board (CTB) will have the best information possible to select the right projects for funding. Governor Terry McAuliffe signed HB2 into law in 2014, which directs the CTB to develop and use a scoring process for project selection by July 2016. Candidate projects will be screened to determine if they qualify to be scored. Projects will be scored based on an objective and fair analysis applied statewide. The law will improve transparency and accountability. The public will know how projects scored and the decisions behind the CTB’s project selections.

Description: The Help Eliminate Auto Theft program educates citizens about theft of vehicles and their parts, a crime that costs Virginians millions of dollars each year. HEAT also trains and supports local law enforcement officers in efforts to prevent auto theft. The HEAT program is a cooperative effort of the Virginia Department of State Police, Virginia Department of Motor Vehicles and local law enforcement agencies throughout the Commonwealth. The HEAT program was established in 1992 to educate citizens and law enforcement about theft of vehicles and vehicle parts. HEAT supports local and state law enforcement through various auto theft prevention efforts.

In accordance with the founding statute, VNEC was created to represent stakeholders invested in the development of nuclear energy. These stakeholders include the state of Virginia, institutions of higher education, nuclear energy companies, suppliers, and local organizations who support the advancement of the nuclear industry. University of Virginia Virginia Commonwealth University Virginia, Tech Each of these Founding Members is represented on the Board of Directors for VNEC. Description: Virginia will soon launch the Virginia Mortgage Relief Program, which will provide homeowners with assistance to prevent and/or ease mortgage delinquencies, defaults, foreclosures and displacement of homeowners experiencing financial hardship due to the pandemic. Financial hardship could include an increase in living expenses, child care, change in household size, job loss or reduction in income, etc. The Commonwealth of Virginia expects to receive approximately $250 million in American Rescue Plan Act funds through the U.S. Department of Treasury. These funds are intended to support homeowners facing housing instability resulting from the COVID-19 pandemic. Virginia Homeowners will be able to request assistance when the program launches in January 2022.

Description: Virginia’s Office of Transportation Public Private-Partnerships (OTP3), in coordination with the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT), has completed both high-level and detail-level screenings that consider the desirability and feasibility of this project for possible procurement under the Public-Private Transportation Act (PPTA) of 1995 as amended. The OTP3 has issued a Request for Information (RFI) to seek private sector input on a range of best practices and innovative approaches to developing and financing transportation improvements on a 25-mile section of I-66 from U.S. Route 15 in Prince William County to I-495 in Fairfax County. The Commonwealth is looking for the best and brightest ideas, suggestions and recommendations to transform I-66 from a highly congested corridor to a multi-modal facility that moves traffic and people more efficiently. A Request for Information (RFI) is an inquiry only to gather input from individuals, firms, teams or organizations on the best practices and innovative approaches that may be used to address the Project’s purpose and need, maximize the benefits and minimize the costs to citizens of the Commonwealth. No contract or agreement will be entered into as a result of this process. Instead responses to the RFI will help OTP3, in coordination with VDOT and DRPT, to advance evaluation, planning and development efforts for the Project, which could result in a formal procurement of a contract, possibly utilizing the Public Private Transportation Act.

Description: The Washington Metropolitan Area Transit Authority (Metro) was created by an interstate compact in 1967 to plan, develop, build, finance, and operate a balanced regional transportation system in the national capital area. Metro began building its rail system in 1969, acquired four regional bus systems in 1973, and began operating the first phase of Metrorail in 1976. Today, Metrorail serves 86 stations and has 106 miles of track. Metrobus serves the nation's capital 24 hours a day, seven days a week with 1,500 buses. Metrorail and Metrobus serve a population of 5 million within a 1,500-square mile jurisdiction. Metro began its paratransit service, MetroAccess, in 1994; it provides about 2.3 million trips per year.

The Department of Behavioral Health and Developmental Disabilities (DBHDS) has been implementing a plan developed pursuant to Virginia Code §37.2-319 to move the Commonwealth toward its long-standing goal of a more fully-integrated community-based system of services and supports for individuals with intellectual and developmental disabilities. The Children's Services Act (CSA) is now the name for a law enacted in 1993 that establishes a single state pool of funds to purchase services for at- risk youth and their families. The state funds, combined with local community funds, are managed by local inter-agency teams who plan and oversee services to youth. Mission Statement The mission of the CSA is to create a collaborative system of services and funding that is child-centered, family-focused and community-based when addressing the strengths and needs of troubled and at-risk youth and their families in the Commonwealth. Administration of the CSA The State Executive Council (SEC) is the supervisory body responsible for the establishment of programmatic and fiscal policies that support the purposes of the CSA. The Office of Children's Services (OCS) is the administrative entity responsible for implementation of the decisions of the SEC. Vision Statement OCS envisions CSA as a national model in providing effective and innovative systems of care statewide for at-risk youth and families. We strive for CSA to be highly regarded as a leader in: improving outcomes for children and their families; facilitating the highest quality technical assistance and training to strengthen the capacity of communities to implement CSA; maintaining high standards for sound fiscal accountability and responsible use of taxpayer funds; and partnering with families and all CSA stakeholders to implement best practices and technology to continually improve the performance of CSA.
