Description: Purpose, Powers and Duties: To encourage, stimulate, and support the identification, evaluation, protection, preservation, and rehabilitation of the Commonwealth's significant historic, architectural, archaeological, and cultural resources. The Department of Historic Resources is the Commonwealth’s official historic preservation agency, and its director is designated as the State Historic Preservation Officer (SHPO). Department staff administers both federal and state mandated activities. Specific programs and services of DHR include the following: Survey and Inventory; the National Register of Historic Places and Virginia Landmarks Register; State and Federal Historic Rehabilitation Tax Credits; Certified Local Governments; State and Federal Government Project Review; Threatened Sites Archaeological Research; Historic Preservation Easements; Historical Highway Markers, and a wide range of Technical Assistance on the above and other preservation topics. Additionally, the department maintains an open-to-the-public research center with both paper and electronic archives for its inventory of more than 247,000 historic properties (including more than 40,000 archaeological sites) and library for students, researchers, scholars, consultants, or anyone interested in the archaeological and architectural history of Virginia. The department curates more than six million objects in the Commonwealth’s archaeological collections and makes these collections available to researchers and to the public through loans to museums across the state. Educational programs include Virginia Archaeology Month, Teaching with Historic Places, an Archaeology Resource Kit, tours of the department’s curation and conservation center, and other changing programs for adults, children, and educators. Description: In January of 2008, Governor Kaine appointed Ms. Peggy Feldmann to the position of Chief Applications Officer (CAO). This appointment was to both address the findings contained within the Auditor of Public Accounts report on IT Governance and to ensure our continued excellence within the area of information technology management. The office of the CAO provides the Commonwealth of Virginia with an improved approach to managing IT governance and our business portfolio. Recognizing the current budget constraints, and striving to leverage existing Commonwealth resources, the Governor requested the Information Technology\Investment Board (ITIB) assist in developing an operational plan to improve oversight and management of IT governance and portfolio management. Working together, the Chief Information Office (CIO) and CAO were able to develop an operational plan to better align responsibilities and optimize management, efficiency and productivity from our information technology investments. The efforts will better align the Commonwealth’s business model and IT strategy, improve maintenance and operations planning, enhance enterprise application efforts, create data standards, increase transparency in our return on investment, and provide a comprehensive IT governance model for managing all the application resources of the Commonwealth.

Description: Purpose, Powers and Duties: To develop and maintain an outdoor museum in order to commemorate the contribution which the pioneers and colonial frontiersmen of the 18th and 19th centuries made to the creation and development of the United States of America. The Frontier Culture Museum of Virginia works to tell the story of early immigrants and their American descendants by reproducing examples of traditional rural buildings from England, Germany, Ireland, West Africa, and America. The Museum engages the public at these exhibits with a combination of interpretive signage and living history demonstrations. The outdoor exhibits are located in two separate areas: the Old World and America. The Old World exhibits show rural life and culture in four homelands of early migrants to the American colonies. The American exhibits show the life these colonists and their descendants created in the colonial back-country, how this life changed over more than a century, and how life in the United States today is shaped by its frontier past.

Description: The Virginia Parole Board was established by law in 1942. It is composed of five members appointed by the Governor to serve at the pleasure of the Governor. The General Assembly has given the Parole Board authority to grant parole, to deny parole, to detain parole violators, and to revoke parole. Virginia Code Section 53.1-136 empowers the Board to make the following decisions for persons who committed their crime prior to January 1, 1995: to conditionally release offenders who are parole eligible, and found suitable for release to revoke parole and post release supervision of those under supervision found to be in violation of the terms of their release, and to investigate, prepare reports and advise the Governor, when requested, on Executive Clemencies. Virginia Code Section 53.1-40.01 also makes the Parole Board responsible to act on geriatric requests for conditional release. Following the Board's decision to grant an offender parole, the offender must agree to abide by specific conditions in return for the opportunity to serve the remainder of his or her sentence under supervision in the community. This creates a contractual agreement between the Parole Board and the offender. Parole supervision is carried out for the Virginia Parole Board by the probation and parole officers of the Virginia Department of Corrections.

Description: In December 2007, 13 Virginia localities representing over 40 percent of the Commonwealth’s children in foster care, were invited by the Secretary of Health and Human Resources, Marilyn Tavenner, to launch the Council on Reform. The group included a broad membership from both state and local child serving agencies. Secretary Tavenner’s charge to the group was to collaboratively plan and implement a set of critical reforms at the state and local levels including: To adopt a state-wide philosophy that supports family-focused, child-centered, community-based care with a focus on permanence for all children, To establish a state-level practice model focused on family-centered care and permanence that is reinforced by a uniform training program for resource families as well as local staff in DSS and CSA (integrated with DMHRSAS practice model), To create and implement a statewide strategy to increase availability and utilization of relative care and non-relative foster and adoptive placements to ensure that children can be placed in the most family-like setting that meets their needs, and To create a robust performance monitoring/quality assurance system to identify and measure outcomes, monitor quality of practice, and improve accountability. These critical reform areas were identified as the missing links in Virginia’s child welfare/child serving system. Later termed “building blocks” and adapted slightly, these strategies continue to be among the key drivers for improved outcomes for children in foster care in Virginia. While the Transformation is much broader than the work done in CORE, CORE was a starting place and a new model for state/partnership in Virginia. While still in the midst of major Transformation effort, the CORE group has made remarkable improvements on the key outcomes in a short period of time including: A 35.5 percent decrease in the congregate care population between December 2007 and May 2009, A 10.6 percent increase in kinship placements in the same time frame, Nearly 69 percent of children discharged in SFY 2009 (to date) went to permanent homes compared with 61 percent in SFY 2008. Localities in CORE include: Charlottesville, Chesterfield, Dinwiddie, Fairfax, Henrico, Newport News, Norfolk, Prince William, Richmond City, Roanoke County, Roanoke City, Virginia Beach and Washington County.

Description: One of the oldest schools in Virginia and the second of its kind in the world, the Virginia School for the Deaf and the Blind (VSDB), located in historic and scenic Staunton, VA, was established by an act of the Virginia General Assembly on March 31, 1838. As the school celebrates more than 170 years of continued excellence in educating deaf and blind children, it remains at the forefront of educational technology. The school utilizes some of the latest and most advanced audio-visual equipment and disability tailored computer applications in its classrooms to provide its students with the best education. Now, as in 1839, the arms of the school are open wide for the deaf and blind children of Virginia. The 2009 General Assembly established the Virginia School for the Deaf and Blind (VSDB) in Staunton as a state agency with its own board of visitors independent of the Virginia Department of Education, effective July 1, 2009. The legislature directed the superintendent of public instruction to designate a VDOE staff member to serve as consultant to the VSDB Board of Visitors on matters pertaining to instruction, federal and state special education requirements and school accreditation.

Commission staff work to create and maintain sustainable fisheries for the benefit of all anglers and the ecosystem. The Habitat Management Division works with citizens who wish to use water areas for piers or other water dependent projects. All management activity must balance both public and private interests. The Law Enforcement Division, known as the Virginia Marine Police, patrols the waterways to enforce applicable laws and regulations, assists citizens in need, has homeland defense duties at the Ports of Hampton Roads and is part of the State’s emergency preparedness team. Primary statutory authority for the Marine Resources Commission is found in Title 28.2 of the Code of Virginia, entitled Fisheries and Habitat of the Tidal Waters.

Description: Purpose, Powers and Duties: To promote aviation within the Commonwealth, administer state aviation laws, and provide financial assistance for the improvement, maintenance, and construction of aviation facilities. The Virginia Department of Aviation plans for the development of Virginia’s air transportation system, promotes and educates the public about aviation, and provides flight services to Commonwealth of Virginia leadership and state agencies. The Director’s Office provides timely information to the Governor, Secretary of Transportation, Virginia Aviation Board and citizens of Virginia relating to the Commonwealth’s air transportation system. It is accountable for the enforcement of aviation laws for the Commonwealth. The Airport Services Division conducts statewide aviation planning and maintains the Virginia Air Transportation System Plan. It provides financial and technical assistance to eligible airport sponsors for airport planning, environmental studies, design and construction of airport facilities, airport maintenance, and general aviation airport security. It also issues licenses to airports. The Communications and Education Division administers aviation promotion and air service development and enhancement grants for airports. It promotes aviation in Virginia through aviation awareness and education programs, speaking engagements, briefing documents, the agency website and social media sites and attendance at airport events and aviation tradeshows. It is responsible for government affairs, policy, and air service development in coordination with airport sponsors and local jurisdictions in an effort to enhance domestic and international air service, and monitors the impact of federal regulatory activity on the aviation system and serves as the legislative liaison for the agency. It also issues aircraft licenses. The Flight Operations and Safety Division is responsible for operating, maintaining and scheduling state-owned aircraft to provide safe, secure, and cost-effective transportation for all state agencies including emergency services, economic development prospects, and the Administration for the conduct of the Commonwealth’s business. It offers aviation safety programs for Virginia’s pilots in an effort to reduce the aircraft accident rate. The Finance and Administration Division is responsible for providing financial and administrative support to the Department.
