Title: U.S. Route 460 Corridor Improvements Project, Home - Commonwealth Connector, Route 460 Project in Southeast VA

Description: The Virginia Department of Transportation (VDOT) is seeking to develop a new project designated as the U.S. Route 460 Corridor Improvements Project. The proposed project is being procured in accordance with provisions of the Public-Private Transportation Act of 1995 as amended (PPTA). The project entails the new construction of approximately 55 miles of four-lane divided limited access highway between Petersburg and Suffolk Virginia. The project will extend from the existing U.S. Route 460 near its interchange with Interstate 295 (I-295) in Prince George County to the U.S. Route 58 bypass just south of the existing U.S. Route 460 in the City of Suffolk. The corridor alignment for this project runs south of the existing U.S. Route 460 for its entirety and has been approved by the Commonwealth Transportation Board. The Final Environmental Impact Study and Record of Decision have been approved by the Federal Highway Administration. The proposed project includes intermediate interchanges at the following cross roads. The project does not include improvements to the existing U.S. Route 460 or other adjacent roadways: Routes 156 and 625 in Prince George County Routes 602, 40 and 620 in Sussex County Route 616 in Southampton County Route 258 in Isle of Wight County The project will be developed as a PPTA project in which VDOT will enter into a partnership with a private partner to design, build and finance the new roadway. The project will be a tolled facility with these funds being collected and used to pay for project costs. The toll rates are estimated to be around 7 cents per mile for cars and 21 cents per mile for trucks when the road opens in 2018. It is also anticipated that state, federal and private funding sources will be utilized to deliver the project. Virginia Secretary of Transportation Aubrey Layne announced in January 2017 that the Route 460 project would not move forward.

Description: Virginia’s Office of Transportation Public Private-Partnerships (OTP3), in coordination with the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation (DRPT), has completed both high-level and detail-level screenings that consider the desirability and feasibility of this project for possible procurement under the Public-Private Transportation Act (PPTA) of 1995 as amended. The OTP3 has issued a Request for Information (RFI) to seek private sector input on a range of best practices and innovative approaches to developing and financing transportation improvements on a 25-mile section of I-66 from U.S. Route 15 in Prince William County to I-495 in Fairfax County. The Commonwealth is looking for the best and brightest ideas, suggestions and recommendations to transform I-66 from a highly congested corridor to a multi-modal facility that moves traffic and people more efficiently. A Request for Information (RFI) is an inquiry only to gather input from individuals, firms, teams or organizations on the best practices and innovative approaches that may be used to address the Project’s purpose and need, maximize the benefits and minimize the costs to citizens of the Commonwealth. No contract or agreement will be entered into as a result of this process. Instead responses to the RFI will help OTP3, in coordination with VDOT and DRPT, to advance evaluation, planning and development efforts for the Project, which could result in a formal procurement of a contract, possibly utilizing the Public Private Transportation Act.
