Description: Delegate McClellan discusses her bill (HB 1838) which would prohibit an agent whose license has been revoked or voluntarily surrendered in lieu of a hearing from directly or indirectly owning, controlling or being employed in any manner by an insurance agent or agency. The Bureau of Insurance has seen an increase in the number of instances where an investigation will lead to the revocation or surrender of an agent's license, and he/she will continue to operate the business in an unlicensed capacity. Because of the ownership role in the agency, the former agent continues to commit similar violations by directing employees either to knowingly or unknowingly commit violations, thereby posing a continued threat to consumers. The proposed change to the Code would prevent many such activities. Under this legislation allowing your agent's license to lapse or failing to do your continuing education and losing the license to termination would not mean an agent cannot own an agency. Only an agent who was investigated and decided to surrender the license voluntarily rather than face a Commission hearing would be impacted by the bill. Length: 1:12 minutes.

Description: The first ever One Billion Rising RVA Rally - a rally to end violence against women - was held on Valentine's Day in Richmond. One Billion Rising is a worldwide event, happening in 189 countries around the world all on the same day. Del. McClellan speaks on violence against Virginia's women on the House Floor. She pledged, "I am one of one billion rising, and I pledge that on February 14th, 2013, I will make violence against women and girls the central issue of our time and to end it in my family, school, job, community, city, state, and country by doing at least one thing personally to help make it end." She spoke of her legislation to improve the penalty for stalking was passed unanimously by the House of Delegates this year. Every year since 2007, Del. McClellan has sponsored a version of this bill in response to the murder of University of Richmond student Denora Hill, a victim of stalking who knew that her boyfriend was going to kill her. Description: In remarks on the House floor, Del. McClellan shared stories about the lasting impact of legislation passed during the Jim Crow era. As more and more people are born after that time, they do not understand the full impact of the legacy of slavery and Jim Crow. Del. McClellan shared the impact of Racial Integrity Act which instituted the eugenics movement in Virginia and prohibited interracial marriage. It also went on to limit the options of race for birth records to "white" and "colored." This created issues for mixed-raced Virginians and the members of the Virginia tribes. If a parent did not select either option, the child was not given a birth certificate. This held true for many Virginians until as late as 1946. There are two examples of the long-lasting impact of the Racial Integrity Act, which was finally repealed in 1975. First, to get a government-issued photo id, you need to have a birth certificate. Yet many Virginians born as late as 1946 were never issued one. Second, Virginia's native tribes have had difficulty being recognized by the Federal government since they cannot prove a direct line of Indian heritage since under the Racial Integrity Act they were deemed "colored." Description: SB 1256 Voter identification requirements; photo ID required at polls, application for absentee ballot. Voter identification requirements; photo ID. Requires photo ID at the polls by eliminating all forms of identification that do not contain a photograph of the voter from the list of forms of identification any one of which a voter must present in order to be allowed to vote. The bill also adds a valid United States passport to the list and requires that a student identification card issued by an institution of higher education in the Commonwealth contain a photograph in order to be used by a voter. The bill does not affect the right of a voter who does not present one of the required forms of identification to cast a provisional ballot. The bill also provides that the State Board shall provide free voter registration cards that contain a voter's photograph and signature if the voter does not possess other satisfactory photo ID. The bill has a delayed effective date of July 1, 2014, and its provisions are contingent upon funding being included in a general appropriation act passed by the 2013 Session of the General Assembly.
