Description: Purpose, Powers and Duties: To establish and maintain all the educational facilities of all institutions operated by the Department of Corrections and the Department of Juvenile Justice; and develop and implement an inmate literacy program. Eliminated by the Virginia General Assembly effective 1 July 2012. The General Assembly divided the provision and administration of education in correctional institutions between the Department of Corrections and the Department of Juvenile Justice, with supervision by a newly created Division of Correctional Education within the Department of Juvenile Justice

Description: The Governor's Office for Substance Abuse Prevention awards and administers federal grant funds apportioned to Virginia under the State Incentive Grant Cooperative Agreement with the U.S. Substance Abuse and Health Services Administration and the Governor's set-aside of Safe and Drug-Free Schools and Communities Act funds allocated to Virginia by the U.S. Department of Education, under the No Child Left Behind Act of 2001. Under the former program, GOSAP awarded $9 million to 20 Virginia communities for the implementation of proven, evidence-based youth substance abuse prevention programs. Under the latter program, GOSAP annually makes approximately $1.3 million available for local program grants.
